Research On PPP Project Risk Management Maturity Evaluation Based On WSR Methodolog

China’s “14th Five-Year Plan” and the outline of the long-term goal in 2035 emphasize the need to further deepen the reform of the investment and financing system and promote the PPP in a standardized and orderly manner.PPP mode has played a great role in infrastructure construction in China.However,due to the characteristics of PPP project,such as long cycle and many participants,the uncertainty of the project prospects is more significant,and the risk uncertainty is high.If it can’t be controlled in time,the project can’t be realized according to the expected goal.Therefore,the research on the risk management level of PPP project management team is conducive to a better understanding of the deficiencies in risk management and the direction of improvement.From the perspective of measuring the risk management level of PPP project management team,this study conducts the research on the maturity evaluation of PPP project risk management,and provides an idea for ensuring the smooth implementation of the project.The main research contents are as follows:(1)PPP project risk management maturity model structure design.Based on the OPM3,the structure of the model is determined by combining the WSR methodology and risk management theory,clear the model consists of three dimensions: maturity level,risk management category and evaluation index system.(2)Construction of PPP risk management maturity evaluation system.From the three risk management categories of Wuli,Shili and Renli,identify relevant indicators and initially establish an evaluation index system;Experts are invited to evaluate the rationality of indicators,and after optimization,an evaluation system consisting of four levels: target level,category level,factor level and indicator level is established,including 12 risk management elements and 44 indicators at indicator level.(3)Comprehensive evaluation of risk management maturity of PPP projects.According to the structural characteristics of different levels of indicators in the model,the appropriate evaluation methods are selected respectively.Among them,AHP-entropy weight method is used to determine the index weight,expert scoring method is used for index layer evaluation,matterelement extension method is used for element layer evaluation,and matter-element extension method and two-dimensional quadrant method are used for target layer evaluation.(4)Demonstrate the application of the model based on actual cases.The PPP project risk management maturity model is applied to the actual case,the project is comprehensively evaluated,and the maturity level of the case project is finally determined.Based on the evaluation results,the path to improve the risk management of PPP project is given.This study organically combines maturity model,WSR methodology,matter-element extension method,etc.with PPP project risk management,constructs a PPP project risk management maturity model,and verifies the guiding role of the model in practical work through case application.Based on this can evaluate the risk management level of PPP project management team,identify the weaknesses of risk management and the improvement paths,ensure the smooth implementation of PPP projects,and promote the high-quality and high-level development of China’s PPP market.
