Research On The Implementation Of Rural Minimum Living Security Policy

The rural minimum living security policy is that the local government provides minimum living security to the rural poor people whose per capita net income is lower than the local minimum living security standard and meets the local minimum living security family property status.It is an important measure to solve the problem of food and clothing for the rural poor,and it is also an important part of establishing a social security system covering both urban and rural areas.However,how to accurately identify accurate assistance can ensure the implementation of the rural minimum living allowance policy,and how to establish a work pattern with scientific standards,accurate targets,fair treatment,and orderly entry and exit is still a key and difficult issue at present.At the same time,the rural subsistence allowance policies are different in different regions,there are many differences,and there are various factors affecting the implementation of the policy,so we must proceed from the actual situation and adjust measures according to local conditions.Starting from the reality,this paper selects the implementation of the rural minimum living security in Z County as the research object,and uses the literature analysis method to understand the research status at home and abroad to provide theoretical support for the research;Dibao related data,use the public policy implementation theory to analyze the current situation of policy implementation,find out the problems existing in the implementation of the minimum living security policy in Z County,analyze the influencing factors of policy implementation through the Smith policy implementation system model,and then draw improvement measures.The study found that in the implementation of the rural minimum security policy in Z County,there were problems such as slow growth of security objects,inaccurate identification of security objects,irregular application approval procedures,imperfect exit mechanism,low security level,and imperfect supervision mechanism.The reasons for the problem are mainly concentrated in the complexity of the main body of policy implementation,the particularity of the target group,the uncertainty of policy standards,the restrictions of the policy environment,etc.Afterwards,the following countermeasures were put forward to improve the implementation of the rural subsistence allowance policy.First,strengthen the main force of policy implementation,which can be carried out by strengthening the capacity building of grass-roots cadres and improving the quality of grass-roots cadres and other countermeasures;Third,improve the dynamic management mechanism,which can be carried out by paying more attention to the subsistence allowance households and updating information in real time,studying the scientific method of calculating the per capita income of rural residents,and establishing a fair and effective subsistence allowance withdrawal mechanism.,standardize the policy implementation procedures,which can be carried out by strictly implementing the publicity system,strictly implementing the classified management and classified insurance policies,optimizing the application channels and simplifying the service process and other countermeasures.It is expected to provide a reference for the orderly development of the rural minimum living security work in Z County,and at the same time actively promote my country’s security work for the poor,and promote the effective implementation of my country’s rural minimum security policy at both theoretical and practical levels.
