China’s rural minimum living security system (referred to as "dibao") established since 2007, has undergone continuous improvement and development process. The number of security and the minimum standard are also rising. The basic livelihood of the rural poor object has been secured. Although the implementation of rural subsistence allowances policy has achieved some successful results, but in the process of policy implementation also appeared as "human security" and other issues. How to understand and resolve these issues, guaranteeing the effective implementation of the policy has important significance.Whether rural minimum living security system can be implemented in the right way, so as to achieve the desired policy effect, have a great relationship with the staff who directly in contact with the villagers. In this paper, through the investigation of eight villages in 4 counties of Hubei Province, it is found that the street level bureaucrat in the implementation of the minimal assurance policy act as three roles. They are responsible for the interpretation and publicity of policies, review of eligibility for admission, and the proposed distribution of benefits Thus, the street bureaucracy plays a key role in the implementation of the policy. Therefore, this paper is mainly from the perspective of the street from the perspective of the bureaucracy, to explore how their behavior affects the effectiveness of policy implementation.This paper is mainly from five parts to discuss the problem to be studied:The first part is the introduction. It puts forward the problems to be studied in this paper, reviews and analyzes the literature, and introduces the theoretical tools of this study-the street bureaucracy theory.The second part mainly introduces the evolution of the rural minimum living security policy, including the implementation of rural minimum living security system in our country, the evolution of the rural minimum living security policy in Hubei Province, and the specific operation processes of the minimal assurance policy.The third part is the analysis of the working characteristics of the street bureaucrats. To study whether they have a certain ability to work, find out the source of their working power and working pressure.The fourth part is the empirical analysis of the free discretion of the street bureaucrats. To explore the role of street-level bureaucrat acted as in the implementation of the minimal assurance policy, analyze the source of their free discretion. And using a large number of interview materials to analyze the impact of the improper use of discretion on the implementation of the policy.The fifth part mainly puts forward the suggestions of improving the implementation of the policy process...
