Resarch On The Effect Of Rural Minimum Living Security Policy Implememtation In China

The minimum living security system is one kind of social relife system which the state give the balance subsidy to the disadvantage groups whose annual per capita income below a certain standard according to the minimum standard of living. The minimum living security system in China is divided into two parts including the urban minimum living security system and the rural minumum living security system.the rural minimum living security system was fullly established in our country in 2007, and this system is the mostly basical way to sovle the problem of poor rural residents to basic survival, which can’t replace by the other social security system. The frame of social security system in our country must have the rural minimum living security system as a minimum measure, in order to provide minimum life support to the impoverished rural families, also without the minimum system, it is difficult to improve the rural social security system. So how to improve the effevtiveness of the rural minimum living system policy implementation has always been the focus both the academic and policy maker concerned.This paper has a detailed understanding about the rural minimum living security system in our country, then choses the Ningyuan County of Hunan Province as the sample to research, and investigates the situation of the rural minimum living policy implementation in Ningyuan County. The paper utilizes the theory of public policy implementation evaluation and uses four policy implementating effect evaluation index contain performance, efficiency, executive force, equity to evaluate the situation of rural minimum living policy implememtation in this county, summarizes both the effectiveness and problems of this policy implememtation through the index mentioned above,at last tries to put forwad some countermeasures and suggestions to enhance the effectiveness of the policy in county-level government.
