The Research On The Implementation Of Rural Minimum Living Standard Policy

The social security system in rural areas in China consists of rural minimum living security policies,rural old-age security policies and new cooperative medical policies.Its purpose is to protect the poor people in the rural areas and to provide government-funded assistance.As a kind of public goods,the rural minimum living guarantee policy has a significant welfare nature.It is the process of redistribution of social production results by the state using administrative means to achieve the goal of maintaining social fairness and justice.In this paper,the country's poverty-stricken counties in Tongbai County in recent years as the research object of the rural minimum living security policy,through investigation and research and interviews and other forms to analyze Tongbai County,the implementation of the implementation of the policy of minimum guarantees.Based on the research ideas,Smith's social policy implementation model is used as the research method.The policy implementation of rural minimum living security in Tongbai County is analyzed in depth from the four elements of the Smith Model: policy macro and micro environment,policy enforcement agency,policy itself,and low-income households.By taking the implementation of the rural minimum living security policy in Tongbai County as an example,a study was conducted to summarize the implementation effectiveness of the rural minimum living security policy in Tongbai County:the number of guarantees has continued to increase;the investment in safeguards has continued to increase;the standard of minimum guarantees has been increasing year by year;the government's minimum guarantees management has been gradually standardized.Through the research on the status quo of the rural minimum living security policy in Tongbai County,the problems in the implementation of the rural minimum living security policy are summarized:policies and legislation are not standardized;there is a salvage bias;low-guaranteed funds are insufficient;targeting of low-security targets is difficult;low-guaranteed insurance standards are low。And further derived the causes of deviations in the implementation of the rural subsistence allowance policy:The cognitive bias of executives;the self-interest motivation of executives;the lack of supervision over policy implementation;and the lack of participation of policy partners.Through the full-text study,the author puts forward suggestions for strengthening the implementation of the rural minimum living security policy policy in Tongbai County from five aspects: policy system,regulatory mechanism,minimum living standards,and implementation subject.
