With the development of the times,state-owned enterprises play an increasingly important role in the social economy.In 2020,the Party Central Committee with Comrade Xi Jinping as the core attached great importance to the reform of state-owned enterprises to a new height,and a series of special actions for the reform of state-owned enterprises were completed.Under this circumstance,the recruitment of employees of state-owned enterprises needs to be optimized to meet the needs of enterprise innovation and development.As a newly upgraded district state-owned enterprise,S Municipal Group is plaguing the development of the enterprise with talent problems,and the problem of uneven employee education,professional ability and execution level is particularly prominent,reflecting that the enterprise recruitment system is not scientific enough.In order to achieve stable development in the fiercely competitive municipal field and maintain long-term competitive advantage,S Municipal Group also needs to establish a talent recruitment system based on the competency model to improve innovation and core competitiveness.Taking employee recruitment in state-owned enterprises as the core of research,this paper selects the municipal industry as the research object,and analyzes the problems of insufficient forward-looking and operability of human resources planning,incomplete job analysis,low degree of recruitment implementation standardization,and imperfect recruitment evaluation in the company’s current recruitment system,based on the analysis and research of the organizational structure,the status quo of post employees and the current situation of the recruitment system of S Municipal Group.Since the S Municipal Group has not established an employee competency model,this paper derives and determines the competency elements of S Municipal Group through interview method and questionnaire survey method,and then grades these elements to construct the competency model of S Municipal Group.Then,based on the model,the optimization scheme and optimization safeguard measures of the recruitment system of S municipal group are proposed.Through research,it is concluded that S Municipal Group needs to optimize its recruitment system in terms of human resources planning,position analysis,recruitment policy and implementation,recruitment evaluation,etc.,and ensure the optimized recruitment system from the aspects of corporate strategy,technical resources,management system and incentive mechanism.This system will make the recruitment of S Municipal Group more objective,accurate,systematic and efficient.It can not only alleviate the problems in the competence of the employees recruited by S Municipal Group,but also better ensure the realization of the overall goals of the enterprise.The system will also provide a reference for the recruitment of employees in other stateowned municipal enterprises.
