With the acceleration of economic globalization and the arrival of knowledge economy era, human resources have been gradually a key resource beyond material resources, financial resources, especially in China's accession to the WTO. Competition for talent is becoming increasingly fierce. It makes our human resources Job management is facing increasingly serious challenges. College graduates in 2011 will reach 660 million, which accounts for the vast majority of college graduates are facing unprecedented pressures and challenges.It is key steps which relate to enterprise organization strategy development that we should construct a scientific and reasonable human resources recruitment management program for excellent staff. The graduates, lack of practical experience as a young man, how to meet the requirements of the times, economic development, the successful knock on the door of business to carry out self-career planning, competency training bear the brunt.This paper focuses on the theory of human resource recruitment and graduates competency. It describes the detailed scientific and reasonable employment management program through the content from the job, meaning, principles, processes by literature search, comparative analysis and expert consultation and other methods after studying the existing model of competency theory and research at home and abroad, the author initially constructs the undergraduate course graduate competence quality model according to the above, the paper summarizes the Management of Human Resources recruitment problems, and proposed countermeasures; meanwhile, emphasizing the education of undergraduates to graduates of the importance of competency.Human resource management in China is still at the stage of exploration, we should not shirk responsibility of further research on Chinese characteristics human resource management model. We must seriously face the task that the state and society cultivate outstanding graduates.
