Study On Market Supervision In Benxi After The Reform Of The Super Ministry System

In its report to the 19th National Congress,the Party pointed out the need to deepen the reform of the market supervision system and optimize the power and responsibilities of institutions.The third Plenary Session of the 19th CPC Central Committee further proposed that the market supervision and law enforcement system should be strengthened and improved to form a joint force of market supervision through the integration of supervision functions.At the first session of the 13th National People’s Congress of the Communist Party of China(CPC),the Reform plan proposed by the State Council was adopted,and a state administration for Market Supervision was set up,further strengthening comprehensive market supervision.Current market regulators face a big challenge is how to will play a full role the super-ministries reform,thus to improve the level of market regulation and efficiency.The Market Supervision Bureau was established in December 2018 in Benxi city to promote the integrated development of supervision.However,there are still many problems and challenges to be solved in the specific supervision.This article will look at benxi area market supervision practice,with market regulators for interviews and questionnaire survey,and collect the market regulatory investigation data and analysis,find out the benxi fusion of deficiencies in the process of market regulation,imperfect legal system security,market regulation,onerous and regulators ability insufficient,regulators work enthusiasm is not high,the results in the present matter afterwards regulation,build social problems such as lack of collaborative work environment.The reason mainly has institutions lack of integrity,laws and regulations and discretion standard is not unified,professional training and management mechanism is not perfect,imperfect incentive mechanism and evaluation system,construction of market regulation law enforcement system is not perfect,the government market supervision power of a single,etc.Aiming at these problems,the author through to the domestic and foreign some advanced regional supervision experience in the practice of the current analysis,the optimization of institutions,strengthen market supervision,to strengthen the construction of supervision power,the rule of law guarantee perfect appraisal mechanism and incentive measures,improve the concept of law enforcement and supervision way,promote social participation market supervisory work and so on six aspects put forward the Suggestions and measures to solve the problem,the prominent problems to solve the institution after the merger,to further improve the combined market regulatory oversight and service levels to provide important reference.
