Research On Performance Appraisal Of Shizuishan Municipal Government-Funded Projects

Government-funded projects cover key areas and weak links in high-quality economic and social development,such as Eco-friendly,Municipal pipe network,social service,agriculture and rural areas,and people’s assure.They provide strong support for urban development and guarantee for investment in fixed assets.The implementation of government-invested projects has a bearing on the flow of government funds,urban development,Citizens’ lives,and people’s sense of gain.From the country,the autonomous region to the cities and counties are attaches great importance to the government investment project management,have issued the relevant system elaboration government investment process and the examination and approval procedures,adhere to the cage QuanLiGuan into system,further optimize the government investment project implementation of the whole process management,improve the standardization of the government investment projects and legitimacy.Appeared in the construction of the government investment projects prophase,pragmatic,large infrastructure,light powerstation,implementation,evaluation and so on questions,cause the government investment has not been able to play the desired effect,after the completion of the project follow-up and need to continue funding to implement other short board project to improve the urban infrastructure,a waste of government money.In this paper,by studying the current situation of government investment project construction and performance evaluation in Shizuishan city in 2019,the author analyzes the problems existing in the current performance evaluation of government investment project in Shizuishan City,such as slow progress of performance evaluation,unreasonable determination of indicators and non-standard application of results.The balanced scorecard performance evaluation method of public expenditure performance evaluation theory is adopted to explore the path of optimizing the performance evaluation of government investment projects in Shizuishan City,providing a reference system for ensuring scientific decision-making,good promotion and implementation efficiency of government investment projects in Shizuishan City.
