Arboretum is a botanical garden based on the collection of woody plants.The International Botanical Garden Association(IABG)defines the botanical gardens as open to the public,where the plants are clearly identified as botanical gardens or arboretum.Shenyang A arboretum was established in the 1950 s,which belongs to the Institute of Chinese Academy of Sciences.The arboretum is an independent non-legal unit.Its management and work has a set of their own performance evaluation methods that plays an important role in incenting and supervising managers,researchers,technical staff and labor personnel.At present,the evaluation of arboretum is mainly carried out by using the method of evaluation of key indicators.The method is too much emphasis on the projects and the papers.It is difficult to evaluate the performance of the arboretum systematically,scientifically and objectively,what is more,the results of the evaluation are out of touch with the strategic objectives of the arboretum.In this paper,we introduce the Balanced Scorecard and incorporate it into the evaluation mechanism of the arboretum,and construct the performance appraisal mechanism which is truly suitable for the arboretum.Through the research,we will try to change the inefficiency status of the existing performance appraisal system,reemphasizes the strategic development goals,improves the work efficiency,reduces the risk of scientific research and increases the economic income.The paper analyzes and decides the development strategic goals of arboretum.According to the four dimensions of the balanced scorecard,the key indicators of performance appraisal were set.The relevance of the key indicators,which were applied to the operating mechanism of performance appraisal,were established.It is a new attempt on the performance appraisal mechanism for Arboretum and related research institutes and departments.This paper analyzed the the theory of balanced scorecard,the existing human resource situation of arboretum and the existing performance appraisal system.Thedefinition and characteristics of strategy,strategy management and balanced scorecard were introduced in the theory of Balanced Scorecard.At the same time,the four dimensions and their roles were also expounded.In the existing situation of human resources in the Arboretum,the staffing situation of the staff in the arboretum department,the full title and the management personnel,the department head and the staff of the department staff were introduced.Then,the contents of the department and the staff were described in detail.In the existing performance appraisal system,the paper mainly introduced the current performance management organization and the performance appraisal process,the assessment period of the arboretum.It also introduced the performance appraisal index and method of management,scientific research,technology and service.The existing problems and its cause reasons of the current performance appraisal of the arboretum were analyzed.Based on the current performance evaluation of the arboretum,this paper used the theory of the Balanced Scorecard to improve the performance appraisal system of the arboretum.Firstly,the development of the strategic goal of the arboretum was analyzed and the improvement principles and steps of the evaluation index were put forward.Secondly,the four levels of the strategic map and the four dimensions of the arboretum were analyzed.Finally,the analysis and summarization of the application of the Balanced Scorecard in the Arboretum was carried out.This paper pointed out the problems that may arise in the implementation of the Balanced Scorecard and need to be further studied and solved.
