| After the traditional catering industry is supported by Internet technology,online ordering is born.Its convenient and flexible characteristics quickly win the favor of consumers.At the same time,it also brings food safety problems,and the government’s existing supervision mode and means are facing severe challenges.People from all walks of life begin to call for consumers,industry associations,media and other subjects to coordinate supervision with the government to form a social governance situation.Therefore,this study focuses on the multi-subject collaborative supervision of online ordering food safety,and constructs an analysis framework and research model according to THE SFIC model.Through questionnaire survey,the research collected consumers,businesses,online ordering platform staff and other groups’ cognition of online ordering food safety supervision,and then used SPSS software for linear analysis,regression analysis and intermediary test of the collected data.Verify the relationship between the variables of initiation condition,catalytic leadership,institutional design,collaborative process and regulatory effect in the model,and whether the research hypothesis is valid.Finally,the following conclusions are drawn:(1)there is a significant positive correlation between initial conditions,catalytic leadership,institutional design and regulatory effect.The better the foundation of cooperation in the early stage,the more the government attaches importance to playing a synergistic role,and the more perfect the synergistic system will help achieve better supervision effect.(2)There is a significant positive correlation between initial conditions,catalytic leadership,institutional design and synergy process.Similarly,the establishment of a good level of trust in the early stage,with the guarantee of government guidance and coordination system,is conducive to promoting the participation of all parties in the coordination supervision process,and the willingness to spend time and energy on sincere communication;(3)There is a significant positive correlation between the synergy process and the regulatory effect.After entering into the collaborative process,each subject will reach an agreement on issues through face-to-face dialogue,investment of time and energy,and gradually achieve phased results,and finally achieve a more satisfactory regulatory effect.(4)The synergistic process has a mediating effect on the effect of initial conditions,catalytic leadership and institutional design on the regulatory effect.The more perfect the starting conditions,catalytic leadership and system design are,the more likely it is to promote the participation of various subjects in collaborative supervision and make their own contributions to solve the regulatory problems,so as to achieve better regulatory effects.Based on thi,it is found that there are problems in online ordering,include asymmetry of information and power resources among subjects;the government’s role in coordinating supervision and guidance is insufficient;lack of transparency and openness in institutional design;in the process of collaborative supervision,the main object is dispersed.Therefore,in order to promote the multi-subject collaborative supervision of online ordering food safety and reduce the occurrence of online ordering food safety problems,The four dimensions of SFIC model,namely initial conditions,catalytic leadership,institutional design and collaborative process,are proposed to promote the empowerment of all parties in the government to achieve the equivalence of resources and power.The government should play a guiding role in coordinating oversight and clarify the rights and responsibilities of all parties.Improve the laws and regulations on food safety supervision of online ordering;To build a communication platform between regulatory bodies to seek common interests and other measures. |
