Research On The Differences Of Farmers’ Willingness And Behavior To Participate In Land Trust Circulation

Under the background of accelerating urbanization and the gap between urban and rural income,a large number of rural labor force flocked to the city and transferred to the second and third industries,which led to extensive management of rural land,and even left idle.Therefore,to explore a new land transfer mode in accordance with the national conditions and to solve the problems of land abandonment and low efficiency of agricultural production has become a subject of the times that must be faced with in order to promote agricultural modernization.The land trust circulation mode is a kind of standard circulation form,more than the traditional circulation introduced "third party" trust organization,thus forms the ownership rights and interests to be clearer,the responsibility obligation clearer circulation contract relation,is advantageous to the high efficiency,the standard Carry out land circulation work,also help to protect the interests of all parties involved in land circulation.Shaxian,which belongs to Sanming City,Fujian Province,is a pilot unit for standardized management and service of rural land contractual management right circulation and reform of rural collective property right system.Land trust circulation is active and the circulation rate is high,which has now reached 70.4%.Based on interviews in 13 rural areas and 254 questionnaires in Shaxian County,Fujian Province,this paper finds that the participation willingness and behavior of farmers are not completely predictable.In this sample,22%of the farmers had no intention to participate,but in the end they actually participated,and 18.1%of the farmers had no intention to participate.There is a willingness to participate in the household,but in the end there is no participation in the behavior.Therefore,it is of great practical significance to study the influence mechanism of the deviation between the willingness and behavior of farmers in the process of land trust circulation to improve the participation enthusiasm of farmers and to allocate farmland resources rationally,which is also the purpose of this study.Under the guidance of the theory of limited rationality and the theory of property right,this paper analyzes the macro and micro factors that affect the willingness and behavior of rural land transfer of farmers,and identifies the current situation of rural land transfer in Shaxian by using the empirical analysis method.Using the Logistic multiple regression model and interview cases,this paper explores the influence mechanism of the deviation between farmers’ participation intention and behavior choice..The research shows that there is a deviation between farmers’ willingness to participate and behavior choice in the circulation of land trust.There were significant differences in gender,age and health status between the bias of participation intention and behavior choice.In addition,the bias between willingness to participate and behavior selection will also be affected by such factors as education level,participation in social insurance,cognitive level,external policy environment,human relations and rules,property rights and so on.Based on the research conclusions,this paper proposes the following policy recommendations,including to ensure the main farmers Body status as the premise,the perfect intermediary service supervision organization as the support,the government moderate regulation and supervision as the safeguard,to strengthen the propaganda and guidance as the grasp,the protection of the ecological environment as the purpose.
