Research On Rural Land Circulation Willingness In Mianyang City From The Perspective Of Farmers’ Differentiation

Abstract/Summary:
As an important means of production,land is the most basic livelihood guarantee for peasant households.Since the reform and opening up,the rapid development of the economy,the revitalization of relevant policies and the rapid development of urbanization have promoted tremendous changes in the agricultural industrial structure and the employment structure of rural households.The report of the 20th National Congress of the Communist Party of China proposed to comprehensively promote rural revitalization.Adhere to the priority development of agriculture and rural areas,consolidate the foundation of food security in an all-round way,and firmly adhere to the red line of 1.8 billion mu of arable land.Document No.1 of the Central Committee in 2023 also proposes to pay close attention to the stable production and supply of grain and important agricultural products.Grain production is inseparable from land,and land resources are limited,which requires efficient use of rural land resources,the development of appropriate scale agricultural operations,and the realization of agricultural and rural modernization.At present,the fragmentation of agricultural land is an important problem faced in the process of China’s agricultural and rural modernization.Therefore,in order to ensure national food security,promote agricultural efficiency and increase farmers’ income,it is necessary to build a three-dimensional composite modern agricultural management system to guide the orderly circulation of land management rights.With the integrated development of urban and rural areas,the flow of urban and rural factors,the proportion of agricultural labor tends to decline,and at the same time,the scale of farmer operation tends to expand,and the originally homogeneous farmer households also tend to differentiate.Based on the differentiation of occupations and land management scales in China at this stage,this paper analyzes the willingness choices of farmers of different types of differentiation in farmland management methods,tries to protect farmers’ rights and interests to the greatest extent in the circulation of farmland,and promotes the moderate scale operation of multi-form agriculture.Based on the theory of land property rights,the theory of planned behavior,the theory of farmer behavior and the theory of division of labor within the family,and taking the nine counties(cities and districts)of Mianyang City as the research area,according to the actual investigation and statistical analysis of data,from four aspects: individual characteristics,family characteristics,medical security,and policy cognition,this paper takes the nine counties(cities and districts)of Mianyang City as the research area,and according to the actual investigation and statistical analysis of data,from four aspects: individual characteristics of farmers,family characteristics,medical security,and policy cognition.The results show that:(1)The obvious influencing factors of pure farmers differentiated according to occupation and the willingness of new agricultural business entities differentiated according to scale are the gender of household head,the number of household farmers,the number of domestic workers,and the cognition of land circulation policy.(2)Significant influencing factors of the willingness of part-time farmers,off-land farmers and traditional small-scale farmers differentiated according to occupation: age of household head,education level,number of household workers,and awareness of land transfer policy.Based on the above research conclusions,this paper mainly gives the following policy recommendations:(1)respect the wishes of farmers and implement differentiated assistance;(2)Broaden the channels for increasing income and improve the security system;(3)Strengthen supervision and standardize the circulation market;(4)Strengthen policy publicity and improve farmers’ awareness.
