In recent years,China’s various types of catastrophic events are frequent, and have a wide range of destructive force,far-reaching characteristics, secondary disasters also occur from time to time.If catastrophic events and secondary disasters are not handled carefully,it is not conducive to social stability and security and the orderly and benign development of the modernization process. In response to this challenge, the microblogging platform, with its instantaneous and decentralized characteristics, provides a space for the expression and dissemination of public opinion on emergencies and disaster relief, and different types of media microblogs interact on the platform to shape the public opinion field in disaster events. While government departments and related media publish information on this platform, their agendas may also be influenced by each other. Therefore, based on the study of the dynamic evolution process of public opinion,we can understand the agenda characteristics of various types of subjects and the agenda-setting relationships among them, and help the government grasp the law of agenda linkage among various types of subjects in different types of catastrophic events,so as to improve the capacity and level of emergency management and better play the role of public opinion guidance. This paper selects the 7·20 Henan rainstorm event,a major catastrophic event that occurred in 2021,as a research case, and uses content analysis research methods to capture and analyze the reports of various types of media on the event in microblogging platforms for coding. Then, social network analysis was used to show the attribute agenda networks of each type of media at different stages of public opinion dissemination, and finally, based on time series analysis, the agenda guidance among the three was inferred,so as to reveal the distribution of attribute agendas of government microblogs, official media microblogs, and commercial media microblogs at different life stages of the catastrophic event, the characteristics of attribute agenda networks, the agenda guidance relationships among the three, and the interaction patterns under the context of Chinese new media platforms. In this paper,we try to enrich the knowledge and experience of the three media platforms. This paper is an attempt to enrich the study of inter-media agenda setting theory in the context of Chinese local social media platforms with disaster events as a case study.
