| Artificial intelligence has become the core force of the new round of technological revolution,especially the arrival of 5G and industry 4.0,making artificial intelligence play a pivotal role in the era of digital economy.Countries and regions all over the world attach great importance to artificial intelligence technology research and industrial development,and elevate it to a national strategic height.At the same time,the competition of technical standard has become the commanding point of the competition of high-tech industry.In order to promote the selfoptimization of AI technology in the context of industrial ecology,standards should play a leading role in artificial intelligence basic generic technology,security,privacy,ethics and other aspects,the "Guidelines for the Construction of the National New Generation Artificial Intelligence Standard System(2020)" emphasizes.With the release of policies,local governments have attached importance to the development of the AI industry and its technical standardization activities.Therefore,how to scientifically measure China’s AI industry technology standardization level,explore its spatial non-equilibrium characteristics and distribution dynamic evolution to further consolidate technology standardization research,improve the level of standardization of industrial technology of artificial intelligence,to promote coordinated development of regional industry standardization technology of artificial intelligence has important theoretical significance and practical significance.The main research contents of this paper are as follows: first,drawing on the existing researches on collective action theory,life cycle theory,non-equilibrium development theory,artificial intelligence and standardization,based on the processresult perspective,a technical standardization level evaluation system for China’s artificial intelligence industry was constructed,and entropy weight-comprehensive evaluation was used.The method measures the technical standardization level of 30 provinces in China from 2015 to 2019.Secondly,using the "entropy weight" nonlinear programming method and the TOWA-GA hybrid operator model for time weighting,the final evaluation value and final ranking of the technical standardization level of each province are obtained;and Arc GIS spatial analysis technology is used to analyze the overall level of technical standardization,The spatial disequilibrium analysis of the technical standardization level of China’s artificial intelligence industry is carried out from four aspects: the level of technical standard formation stage,the level of technical standard diffusion stage,and the level of standardization effect.Finally,from the perspective of space and time,the distribution and dynamic evolution law of China’s artificial intelligence industry technology standardization level is explored.This paper uses Arc GIS spatial technology to visually analyze the technical standardization level from 2015 to 2019;and analyzes the differences in the technical standardization level of the artificial intelligence industry according to the comprehensive evaluation value.At the same time,the Daugm Gini coefficient and its decomposition method are used to explore the regional differences and sources of the technical standardization level of the artificial intelligence industry;the Kernel density estimation method is used to analyze the distribution dynamics in a three-dimensional map.Through empirical research,this paper mainly draws the following conclusions:(1)The technical standardization level of China’s artificial intelligence industry is generally on the rise.There is a big difference in the level of industrial technology standardization in the three regions.The level of technology standardization in the eastern region is significantly higher than that in the central and western regions,while the growth rate in the western region is greater than that in the central and eastern regions.(2)From the perspective of relative differences,there are quite obvious regional differences in the technical standardization level of China’s artificial intelligence industry,but the overall regional differences show a fluctuating downward trend.The fluctuation range of intra-regional differences is the largest in the central region,and the intra-regional difference in the eastern region is smaller than that in the western region;the largest inter-regional difference is in the eastern-western region.At the same time,regional differences are the main source of regional differences.(3)China as a whole and the eastern region show a multi-polar development trend,the central region has a phenomenon of polarization,while the western region shows a development trend of unipolar,bipolar to multipolar.There is a certain degree of gradient development in the technical standardization level of China’s artificial intelligence industry. |
