Filing System Transformation Research In Our Country Since The New Century

Entering the 21 st century,the rapid development of science and technology to promote the transformation of the service-oriented government,“Internet Plus government services” has adjusted the relationship between the state,society and the people,adapted to the development trend of the modernization of national governance,and formed the basic incentive for institutional innovation in the field of archives.In the construction of archival informatization,the traditional way of filing has been unable to meet the digital archiving requirements in real work,so as to promote the China’s document archiving into the track of system transformation,and establish an electronic document archiving system which is suitable for the development of a new era.Under the background of the digital age,this paper takes the theory of historical institutionalism as the research perspective,reviews the steady implementation,practical exploration and the establishment of a perfect historical path of the transformation of China’s document archiving system since the new century,and analyzes three modes of the transformation of document archiving system: Macro-national system leading supply,middle-level regional system pilot diffusion,micro-grassroots system demand induced,and then summarize the four characteristics of the transformation of the document archiving system: The transformation of archiving system and the development of information technology are progressing together,from a single model to a collaborative model,gradually transforming in inheritance and development,and transforming in the path from point to surface.Based on the logical analysis of historical institutionalism,it is found that from the perspective of structural logic,the change of social environment,the improvement of institutional system,the reform of management system and the pilot practice at the grass-roots level are the important factors affecting the transformation of China’s document archiving system.From the perspective of historical logic,path dependence has promoted the continuous evolution of China’s archiving system in the succession of the new century,and the key nodes have a great impact on the key moments of the transformation of the archiving system since the new century.The paper draws the historical enlightenment of the transformation of China’s document archiving system: The transformation of China’s document archiving system since the new century is the result of the interaction of various elements,and it is a gradual institutional transformation mode,and the transformation of document archiving system has promoted the modernization of national governance capacity.Finally,based on the above conclusions,the paper puts forward the future trend and path planning of the data,socialization and diversification of China’s document archiving system transformation: improving the integration ability of the archiving system,clarifying the value orientation of the archiving system and improving the rights and responsibilities regulation of the archiving system.
