The broadcast TV business in Taiwan was founded in the 1950s.During the "martial law" period,the three-legged broadcast TV,Taiwan Television(TTV),China Television(CTV)and Chinese Television System(CTS)was formed.After the lifting of martial law,with the change of policies,the fourth broadcast TV company was established,and the public television was independently established and launched.After the DPP came to power in 2000,the pattern of broadcast TV was greatly adjusted.The "party and government forces" withdrew from the big three TV companies,and the media reform became the key words of the broadcast TV media after the 2000 ElectionThis paper focuses on Taiwan's broadcast TV media,draws on the theory of institutional change,and adopts the perspective of historical institutionalism.It is divided into two dimensions:one is the dimension of "history",with rich and informative first-hand and second-hand data,combining case study and comparative historical analysis,combines historical research with institutional research,uses Taiwan's broadcast TV media system as a product of Taiwan's history,and takes Taiwan's broadcast TV media system as its research object.The macro historical context can thus be used to analyze the historical process of the development of Taiwan's broadcast TV media system.The second is the dimension of "theory" and strives to combine with history to conduct a critical investigation of the institutional changes in Taiwan's broadcast TV media system.This study focuses on the pre-variables in the historical development of Taiwan's broadcast TV media system,including exogenous variables,endogenous variables and actors,and studies its comprehensive role in Taiwan's broadcast TV media system.On the other hand,we pay attention to the path dependence of Taiwan's broadcast TV system changes and analyze its transition trajectory and change types.In terms of research methods,the author interviewed a umber of Taiwanese television media industry,academics and politicians,based on In-depth Interview,Observation and Literature Study.The observations of TV stations and some cable TV companies like TTV,CTV,CTS,FTV,PTS have made the research objectively and truly reflect the historical process and institutional changes in the development of Taiwan's broadcast TV.This topic is critical in several aspects.First of all,this study has strong theoretical significance.From the perspective of historical institutionalism,this paper takes Taiwan's broadcast TV media system as the research object and uses the theoretical framework of institutional change to analyze the TV media system.It is an innovative attempt to combine the new institutional economics with journalism and communication,and apply the theory of institutional change into the field of journalism.It thus enriches and develops the theory of institutional change.Secondly,it is of practical significance to study the institutional changes of broadcast Taiwanese television media.It can be used to learn from history and help the development of TV media and the system in the Cross-Strait relations.This article seeks to provide reference for the promotion of "one country,two systems" in China's journalism.On the other hand,this article seeks to promote future cooperation between Mainland andTaiwan,enhance the understanding and mutual trust of cross-strait television media,and promote the common development of Chinese TV media.This paper is divided into five chapters.The first chapter is the introduction.It introduces the research background,research problems,research significance,research ideas,combing theory and review literature,and discusses the innovation and difficulties of this research.The second chapter is the institutional change of Taiwan's broadcast TV media system(1951-1987)during the period of "martial law" and introduces the establishment of Taiwan's broadcast TV system in this era.This chapter sorts out the process of establishing broadcast TV with the commercial operation system under the strict authoritarian rule of the Kuomintang as well as the establish of the three TV stations of TTV,CTV and CTS.We analyze the composition of Taiwan's broadcast TV media system during the period of "martial law" and the role of exogenous,endogenous and actor factors in the broadcast television media system at this stage.The third chapter is the change of Taiwan's broadcast TV media system(1987-2000)between the lifting of martial law and the Election in 2000.This chapter combs the development of Taiwan's broadcast TV media after the media industry begins to develop rapidly after the release of the "martial law" order.We analyze the composition of Taiwan's broadcast TV media system in this period,and studied the effecting elements in this phase of the broadcast television media system.The fourth chapter is the analysis of the influencing factors of the institutional change of Taiwan's broadcast TV media system after the 2000 Election(2000-2017).This chapter sorts out the changes in the demand for so-called democracy after the DPP becomes the ruling party,and the changes in the broadcast TV media.It analyzes the composition of the Taiwanese TV media system after the 2000 Election and studies the elements in this period.The fifth chapter is the conclusion:the composition,change analysis and media criticism of Taiwan's broadcast TV media system.The author summarizes the composition of Taiwan's broadcast TV media system at each stage,and draws the formation of Taiwan's broadcast TV system,the types of institutional changes,and the path dependence of the whole process of change.The critical reflections on the negative effects of political power in the changes of Taiwan's broadcast TV media system has been studied as well.After research,the author found that the birth of Taiwan's broadcast TV originated from the promotion of the political system.The institutional change mode of Taiwan's broadcast TV media showed parallel changes and induced changes.In the process of the change of Taiwan's broadcast TV media system,elements play an interactive role.Political,economic and technological factors are the leading factors in the exogenous variables.The unbalance of costs and benefits between the actors has become an important driving force for institutional change.Informal constraints have a strong effect on formal rules and implementation mechanisms,and political and economic factors often play an effective role in implementing mechanisms in the form of informal constraints.This article is innovative in selecting topics,research content,perspectives and research methods.First,this paper fills the gaps in Taiwan's TV-related research,using the latest data and data to record the important period of Taiwan's TV transformation.Second,the employ of the perspective of history institutionalism makes research have a strong logic.Through the institutional change theory,innovative logical thinking on historical materials is an innovation in the study of Taiwan's television history.Finally,this paper uses qualitative methods such as in-depth interviews and observation methods.Obtaining valuable first-hand information and overcoming the shortcomings of mainland Taiwan's research that often lacks first-hand information.
