The Impact Of U.S. Industrial Policy Adjustment On China’s IC Industry

The IC industry is a capital and technology-intensive industry,so it’s hard for one country to finish the distribution of industry.As China is the largest demand country for ICs in the world,and the United States is the global leader in ICs,the competition dynamics between China and the United States is of great significance to the development of the global IC industry,but following Chinese United States trade disputes in 2018,the United States has repeatedly adjusted its industrial policy to restrict the development of China’s IC industry,which has brought great impact to China’s IC industry,based on the above conditions,the study of the United States industrial policy adjustment has practical significance for achieving the long-term development of China’s IC industry.First of all,this paper defines the related concepts of IC,combs the global competition and cooperation situation of the integrated circuit industry,as well as the development status of the integrated circuit industry between China and the United States,and draws the following conclusions: first,countries(regions) all over the world have formed industrial patterns with their own advantages and complementary cooperation.Countries such as the United States,Japan and the Netherlands have an advantage in IC design and equipment materials,while Chinese Taiwan has an advantage in the field of IC manufacturing.Chinese mainland has an advantage in the field of closed IC testing.Second,there is a serious imbalance between supply and demand in China’s integrated circuit industry market,there is a large gap between the core technology of the industry and the developed countries,and it is highly dependent on the high-end technology of the United States.therefore,the policy control of the United States will make our country fall into the predicament of "choking".Third,by calculating the RCA index and TC index of China and the United States,it is found that the competitiveness of IC in China is slightly weaker than that in the United States,and due to the high-tech regulation of the United States,the competitiveness of China’s integrated circuit industry tends to deteriorate.Secondly,this paper analyzes the motivation and direction of American industrial policy adjustment.It is found that with the narrowing of the gap between China and the United States in the fields of economy and science and technology,the United States believes that its leading position in the field of high-end technology is challenged by China and its own economic security is threatened,which is an important reason for its adjustment of industrial policy.The transformation of its industrial policy can be divided into the following three directions: first,to promote the development of all links of the US chip industry chain internally;second,to strengthen cooperation and complementarity with countries such as Europe,Japan and South Korea;and third,to adopt high-tech control measures on Chinese mainland.Thirdly,based on the earlier analysis,this paper studies the United States Industrial Policy adjustment to Chinese IC Industry.In terms of production,it will make China’s integrated circuit industry face the risk of "cut off supply" in the short term,but it also accelerates the process of domestic substitution of China’s integrated circuit industry.In terms of investment,it has directly led to a substantial decline in two-way investment between China,the United States and its allies,and hindered the overseas mergers and acquisitions of Chinese enterprises;in terms of trade,through the calculation of Lawrence Index,it is found that there are some changes in China’s import and export structure,but the phenomenon of high-end chip imports and lowend chip exports is still significant,and exports have shifted from the United States to Japan and South Korea,and exports from the United States to Southeast Asian partners.In terms of innovation,the channels for China to obtain "external" innovation have narrowed,but it has also promoted the process of domestic industryuniversity-research integration.Finally,this paper summarizes the whole paper and proposes the following countermeasures based on the above findings: concentrate resources to promote the formation of the local industrial chain of integrated circuits;pay close attention to and gain insight into the development trend of US industrial policy and strengthen the overall situation;take the key manufacturing enterprises as the supporting core and strengthen the training of domestic technical personnel.
