As the basic industry of artificial intelligence and digital construction,the safety and integrity of the industrial chain and value chain of integrated circuits are vital to the safe and stable development of China's economy.In recent years,the United States has repeatedly launched trade sanctions against China,especially in the high-tech industry trade field represented by the integrated circuit industry.The continuous escalation of Sino-US trade frictions has seriously affected the development of China's integrated circuit industry.In this context,analyzing the development status and specific impacts of the integrated circuit industry from the perspective of the industrial value chain and proposing countermeasures are of great significance to the recovery and continued development of China's integrated circuit industry.This article describes the current trade status of China's integrated circuit products.It is found that the upstream production equipment of integrated circuits is highly dependent on imports,the import markets are mainly concentrated in the United States,Japan and the Netherlands,and exports are mainly midstream products such as memory and processors.On this basis,by sorting out the various restrictive measures from United States on China's integrated circuit industry,the article systematically analyzes the specific impact of Sino-US trade friction on China's IC special manufacturing materials and equipment,IC designing,IC manufacturing,IC packaging and testing.It is found that the United States mainly restricts the development of China's integrated circuit upstream and midstream links by restricting the use of high-end chip manufacturing materials and equipment,and chip design software,aiming to affect the completeness of China's integrated circuit industry chain.The value chain reflects the value distribution in the production network of global division of labor.This article chose the export technical complexity index to measure the position of integrated circuit products in the global value chain.Taking the data of 30 countries and regions such as China,the United States,and Japan as samples to calculate and analyze seven types of integrated circuit related products.It shows that the export complexity of specialized manufacturing equipment for integrated circuits is the highest,which means that it belongs to the high-end products of the global value chain,while such products in China are obviously at a disadvantage.China has a dominant position in the mid-end products of the value chain such as processors and memories and the export complexity of China's integrated circuit industry ranks 17 th among 30 countries.In addition,this article takes China's integrated circuit export complexity as the dependent variable,the degree of Sino-US trade friction as explanatory variables and selects the annual data from 2010 to 2020,and uses Eviews 10.0 to empirically test the impact of Sino-US trade friction on the value chain of China's IC industry.The result shows that the US export control measures have the greatest negative impact on the position of China's integrated circuits in the global value chain,and over-reliance on imports also hinders the technological upgrading of China's integrated circuits.Finally,in view of the specific impact,this artical gives countermeasures and suggestions at the national and enterprise levels such as broadening overseas cooperation channels,increasing R&D efforts,encouraging the use of domestic chips,and strengthening compliance management.
