Research On The Construction And Its Application Of Performance Evaluation Index System Of Information Technology Outsourcing Service Of Gansu Tax Bureau

Informatization technology can help solve the fundamental problem of information asymmetry between the two sides of tax collection.It can not only greatly improve the efficiency of tax collection and administration,but also promote the innovation of tax collection and administration system and mode,and creatively solve the problems in tax collection and administration.As an important way to innovate public service providers,information technology outsourcing services are not only consistent with the original intention of improving the quality and effectiveness of public services,but also closely related to the requirements of expanding the coverage of performance management.Therefore,Gansu Provincial Taxation Bureau urgently needs to build a performance evaluation index system of information technology outsourcing services.Now,the assessment level of information technology outsourcing services by the competent departments of Gansu Provincial Taxation Bureau is inconsistent.Constructing scientific performance evaluation of information technology outsourcing services is an important way to promote the sound progress of information technology outsourcing services.The existing information technology outsourcing service quality evaluation of Gansu Provincial Tax Bureau is divided into quality evaluation of the General Administration and independent evaluation of provincial bureau.A relatively complete performance evaluation index system of information technology outsourcing service of Gansu Provincial Tax Bureau has not been built.Therefore,on the basis of analyzing the necessity of constructing the performance evaluation index system of information technology outsourcing service of Gansu Provincial Tax Bureau,this research constructed a relatively scientific and complete performance evaluation index system,carried out the application of the performance evaluation index system,and further proposed policy suggestions for improving the performance of information technology outsourcing service.Firstly,based on the existing research results and under the guidance of government performance management theory and balanced scorecard,this study uses Delphi method to construct the performance evaluation index system of information technology outsourcing service of Gansu Provincial Tax Bureau,and then uses the analytic hierarchy process to calculate the weights of indicators at all levels and determine the index standards.Secondly,the information technology outsourcing service of the tax collection and administration system of Gansu Provincial Tax Bureau is selected to carry out the application of the performance evaluation index system,and the index is scored by docking with the data of relevant departments.The overall evaluation score of the information technology outsourcing service of the core collection and management system is obtained by using the fuzzy comprehensive evaluation method,and the application results are analyzed.Finally,this research puts forward policy suggestions to improve the performance of information technology outsourcing service of Gansu Provincial Tax Bureau,improve the performance of information technology outsourcing service,and improve the quality and efficiency of information technology outsourcing service of Gansu Provincial Tax Bureau.
