Research On The Development Of Grass-roots Libraries And The Professional Spirit Value Of Librarian

As an important part of the public cultural service system,the grass-roots libraries are the most numerous,the most extensive coverage,is the grass-roots people directly enjoy the public cultural services window.During the 14 th five-year plan period,the state paid more and more attention to the construction of the public cultural service system,how to make the sustainable and high-quality development of grass-roots libraries is the most important thing now.Compared with the eastern regions,the grass-roots libraries in the less-developed areas of the central and western regions have achieved their present achievements despite the shortage of funds and personnel.In addition to the support of macro-policies,the most important is the deep involvement of the library staff.Among them,the librarian plays an important role.The library professional spirit is the internal driving force of the development of the library in the underdeveloped areas,and it plays an important role in the development of the library,it is admirable to pass on the spirit of professionalism from generation to generation.However,the existing research results on the development of grass-roots libraries are more inclined to discuss the macro-policy system and the practice of the system,and rarely explore the development of grass-roots libraries from the perspective of librarians.A few researches on librarians in basic-level libraries are mostly concerned with the construction of talents,and few researches on the development of libraries are conducted from the perspective of the profession of librarians,at the same time,there is little research on the influence of the professional spirit of the library,which is represented by the professional feelings of the librarian and the professional ideal responsibility,on the library,especially for the librarians in the less-developed areas in the west,how to promote the development of grass-roots libraries under the condition of insufficient resources and funds.Therefore,based on this background,this study conducted a field survey of 8libraries in Bijie City,Guizhou province,a semi-structured interview was conducted with the chief librarians of the grass-roots libraries of the seven-xingguan district,Dafang County,Weining Yi,Hui,and Miao Autonomous County and other districts and counties of Bijie city to sort out the professional spirit of the chief librarians of the grass-roots libraries,to explore the relationship between the professional spirit of the curators at the grass-roots level and the development of the library,it is found that the inner motive force of the development of the grass-roots libraries is the occupational spirit composed of passing on the torch,people-oriented,professional identity,professional attitude and professional feelings.Based on the new development concept,the new public service theory,the multi-center governance theory and the equalization theory of public service,this paper analyzes and summarizes the current development situation and the existing problems of the basic-level library,and finally takes the new development concept,the new public service theory,the multi-center governance theory and the public service equalization theory as the theoretical foundation,to explore how the grass-roots libraries in the new development concept demonstration zone in Bijie can achieve high-quality and sustainable development.
