Major infectious diseases are characterized by suddenness,uncertainty,wide impact,and great social harm,which seriously threaten the health and safety of the people.The practice has proved that in the process of responding to major infectious disease,the mastery and use of prevention and control data plays a very important supporting role in the judgment of the epidemic situation,the deployment of epidemic prevention and control,and the monitoring of mobile personnel,it is a powerful weapon for the phased victory of the prevention and control of major infectious diseases.The key aspect of the effective use of prevention and control data is the effective governance of prevention and control data,and the governance of prevention and control data is a complex mechanism and process.Therefore,how to manage the prevention and control data to better play its value in prevention and control has become an important and urgent issue faced by governments at all levels in the process of responding to major infectious diseases.To solve the problems of data quality,data specification,security privacy,and shared application faced by the prevention and control data governance in the process of major infectious disease prevention and control,based on comprehensive literature analysis and practical experience of major infectious disease,this thesis uses agile governance theory,collaborative governance theory,data life cycle theory,using methods such as systems engineering method and case analysis method,the main work is as follows: 1)Define the basic concepts of this research and the theoretical basis involved in this research.The basic point of view is: prevention and control data governance needs to focus on the data life cycle and integrate the characteristics of agile governance and collaborative governance;2)Start with the value of prevention and control data in the response to major infectious disease and describe the content,characteristics,and processes of prevention and control data based on,to analyze the prevention and control of data governance issues.The basic point of view is: in the response to major infectious diseases,prevention and control data plays an important role,prevention and control data governance is the key to ensuring its role,and prevention and control data governance is a complex system engineering;3)Combined with major infectious diseases The characteristics of epidemic response,using agile governance theory,collaborative governance theory and data life cycle theory,constructs a prevention and control data governance model framework for major infectious disease response,and discusses its key aspects.The basic point of view is: data governance for prevention and control in the response to a major infectious disease involves process governance,safety management,standard management,quality management,metadata management,and platform construction;4)Taking COVID-19 prevention and control in X city as an example,and combine the prevention and control data governance model to conduct an empirical study.The basic view is: in the covid-19 prevention and control process,the effective structure and process of prevention and control data governance are of great value to epidemic prevention and control;5)According to the prevention and control data governance model and case analysis results,combined with the prominent problems faced in the practice of major infectious diseases,this thesis puts forward corresponding countermeasures and suggestions.The effectiveness of prevention and control data governance is the key for prevention and control data to play an important role in the response to major infectious diseases.The data governance model of major infectious disease epidemic prevention and control constructed in this study integrates the concepts of agile governance and collaborative governance.It can provide a complete plan for epidemic prevention and control data governance,clarify the processes and tasks of epidemic prevention and control data governance,and provide a reference model for governments at all levels to use data for epidemic prevention and control quickly,legally,and standardized,to provide a useful reference for the response to public health emergencies. |
