Infectious Diseases And Public Health Emergency Events Design And Realization Of Data Exchange System

Since03years, SARS incident happened, the national CDC established infectious diseases and sudden public health event reporting system, referred as the direct network report system of infectious diseases. The infectious case information from hospital or CDC was reported directly to the National CDC. The whole country case data are stored in the national CDC. CDC and the medical and health institutions using the direct reporting system for epidemic situation report, data analysis and utilization, provide timely information to the administrative department of public health disease prevention,fully demonstrated the advantages of direct network report system.With the provincial disease prevention and control information system construction and the administrative department of public health emergency command system construction, the demand between provincial and national CDC using by direct network report system for data exchange and sharing is growing, but the current provincial usually uses different technology and architecture to develop their local characteristics of the information system for Disease Control and prevention, the cross-platform data sharing and access become difficult. Therefore it is very necessary that the establishment of data exchange system between National CDC and provincial CDC,using by the infectious diseases and sudden public health event reporting system.Based on the present situation and the province’s actual demand, Led by the Ministry of health, National CDC and Provincial CDC、Zhongke soft Polytron Technologies Inc jointly developed the data exchange system, sudden public health event data is pushed to the province, municipal CDC by data exchange system. Data exchange system is divided into two parts, respectively is the data exchange software console and data exchange software application. The data exchange software application program is divided into server and client, server applications deployed in the National CDC, the client program is deployed in the provincial CDC. At present, the data exchange system has been deployed to the country17provinces and cities CDC, officially running for about a year.This paper studies the Infectious diseases and public health emergency events design and Realization of data exchange system, in view of the current data sharing problems, proposed solutions. First analyzed the system development background, and then analyzes the demand of the system, and the system detailed design of each functional module of the system. Using by J2EE+WebService+Oracle Stream+VPN technologies, it could real-time replicate the data of the direct network report system to the exchange system. Next designing the database structure of the system, and realizing the corresponding function modules, testting the data exchange of the whole. In the whole project construction, the National CDC and Provincial CDC is responsible for the entire data exchange system architecture design, defined business requirements, database design, zhongke soft Polytron Technologies Inc is responsible for system development work. My main job is involved in the system design demonstration, coordination the Zhongke soft Polytron Technologies Inc and the provincial CDC staff, get data exchange system demand and analysis model, build client platform, bear part of database design and development work, the operation of the system daily maintenance work.
