According to the State Council’s plan for social insurance collection reform,many cities and provinces across China have released announcements successively,which specified that the collection of the employees’ occupational annuities in government public institutions,as well as the levy of various social insurance,will be transferred to tax authorities from November 1,2020.While the tax-bank proxy system of social insurance collection,which is a link between the payers and the tax authorities,plays an important role in the process of the social insurance collection.This unified collection of taxes and insurance premiums presents more pressure on the processing progress,and requires the system to react and perform more rapidly.This research elaborates on the analysis,design and implementation of the tax-bank proxy system of social insurance collection,so as to provide our residents and enterprises various approaches with unified process,which are more convenient and efficient,to pay for social insurances.In addition to the common approaches,such as the bank counter,the mobile banking,and the batch payment,the insured can also complete the payment process conveniently and quickly through third-party channels with the QR code.In the payment process,the tax-bank proxy system of insurance collection and the tax social security subsystem are all functioning under the C/S architecture.The tax-bank proxy system is composed of three independent subsystems,which are the front-end subsystem accessible to the payers,the HTML+JQuery development interface used at the bank counter,and the distributed micro service of springboot+mybatis architecture used to realize the logic function of the back-end processing behind the bank counter.The back-end system of the core operation is mainly developed with Linux C,realizing the tuxedo system service call through MQ asynchronous message mechanism,and meanwhile Redis(Remote Dictionary Server)is introduced to realize the real-time effectiveness of configured data.With the current trend of Oracle deprecation,all the subsystems included in the tax-bank proxy system of social insurance collection use PostgreSQL as database server.The UML modeling language is used to describe the system in this research.With object-oriented analysis method,the functional and non-functional requirements of the system are obtained through in-depth analysis of the operation processes.And meanwhile,with further confirmation of the overall architecture and technical architecture of the system,the functional structure of the system can be identified.Using the object-oriented design method,class diagram and sequence diagram are applied to clarifying the process of detailed design.Then the E-R diagram of the system is provided through analysis,so as to figure out the data structure of the system.Also,some system interface screenshots and function codes are applied to demonstrate the implementation process of the system.Last but not the least,a large number of test cases are used to support the description of the test process of the system.In this way,a tax-bank proxy system of social insurance collection,supporting high concurrency,high accuracy and high real-time,is eventually constructed.After the system comes into service,the insured can pay social insurance premiums through various approaches,and the number of single social insurance payment in the province reached 400000 per day,which was lasted for more than 10 consecutive days.This situation plays a positive role in promoting the collection of social insurance premiums.
