The social security system is an important part of China's social harmony. China's social security work is developing to the direction of legalization, socialization, standardization, and widespread.Social insurance archives management is an important content in the work of social security. At the moment, The management of social insurance archives, taking the traditional mode, practices, is just so simple that they are stored directly in the archives room even without classifying. In the old mode, access the paper-based archives directly, it's found that there exist many problems as be accessed slowly, cannot be promptly returned and even got lost or damaged and so on. In the meantime, the rapid development of social security business and the increasing number of archival materials make Social insurance archives management overloaded.This thesis dedicates to the exploration of construction of the Social insurance archives'digitalization, in the fact of the currently manual management, and proposes a digital archive management solution based on the technology of content management so as to playing a leading role in the popularization throughout the country.The technologies involved in this system solution contain high-speed scan technology, image processing technology, OCR, content management, mass storage, document backup, data compression, network technology, database technology, INTERNET and devices contain scanner, barcode scanner, printer, database server, content server, application server, storage device.The main work and the significance of this thesis is so follow:1. Researches in the Content Management technology, particularly ORALCE UCM content management platform. Depth analysis of the Content Management's key technologies such as: metadata, document management. Proposes a digital archives application system based on ORACLE UCM, J2EE. Since UCM itself is based on the JAVA application, therefore, can easily achieve seamless integratio n with J2EE.2. Researches in the OCR image recognition technology, then gives a barcode recognition solution based on OCR technology, to achieve the goal of archives classifying.
