The Ministry of Education clearly stated in September 2016 that part-time graduate students and full-time graduate students are unified in terms of enrollment plans and admissions,and enjoy the same quality of training and employment opportunities as full-time graduate students.This indicates that part-time graduate education have been given a new connotation in the era.A scientific and systematic evaluation of the quality of part-time graduate education helps to uncover its existing problems and plays a key role in the improvement and development of part-time graduate education.Based on the theory of student development,this study firstly divides part-time graduate education into three stages of input,process and output with students as the evaluation subject,and constructs the corresponding evaluation index system.Secondly,based on the evaluation index system,a survey questionnaire is designed to empirically investigate the quality status of the three stages of part-time education master’s education by taking the enrolled and graduated part-time education postgraduates from various universities in Shandong Province as the subjects,and analyze the current problems and their influencing factors.Finally,based on the survey results,suggestions for improving the quality of part-time postgraduate education are proposed.The following main conclusions were drawn from this study:First,the overall educational quality of part-time M.Ed.graduate students needs to be improved.The satisfaction rate of part-time M.Ed.students is 63.9%,which is lower than the overall satisfaction rate of graduate students.Second,part-time M.Ed.students have strong external learning motivation but lack of internal learning motivation,attach the most importance to the improvement of practical ability,and have insufficient investment in off-course learning and less output of results.Third,the cultivation units lack proper understanding of part-time M.Ed.,attach insufficient importance to it,provide less academic resources,and do not match the cultivation of students’ ability with their needs of ability enhancement and lack of practical ability cultivation.The lack of communication between instructors and students and the lack of guidance for students’ career development.Fourth,students’ ability enhancement is the key element affecting the quality of part-time graduate education.Based on the results of the empirical survey,this study proposes specific suggestions for improving the quality of part-time education master’s degree education at four levels: at the level of government,firstly,play the role of linkage to promote benign cooperation between cultivation units and employers;secondly,strengthen guidance and supervision,and build an information platform for education quality;thirdly,improve employment discrimination and increase the social recognition of part-time graduate students.At the level of universities,firstly,change the wrong concept and strengthen the importance of part-time graduate students;secondly,increase the supply of resources and carry out diversified academic activities;thirdly,optimize the course structure and strengthen the quality management of courses;fourthly,clarify the needs of students and improve the cultivation mode of part-time graduate students.At the level of graduate supervisor,firstly,enhance the awareness of "first responsible person" and improve the quality of guidance;secondly,enhance the awareness of learning and meet the diversified needs of students.At the level of students,firstly,they should clarify their development position and form correct role perception;secondly,they should actively communicate with their supervisors and create a harmonious teacher-student relationship.
