| Talents are the foundation and key to the development of Marine undertaking.The strategy of "accelerating the building of a maritime power" has put forward new requirements for the training of Marine professional talents in China.As one of the important contents of Marine construction,maritime security is refers to provide various technical support for ship navigation safety within the industry on the staff’s professional knowledge and speaking ability is the demand is higher.Therefore,improving navigation security talent team construction can not only strengthen the stability of the staff team,but also improve the professional skills of personnel.It is an important basis for the realization of relevant policies of national maritime security construction to enhance the capacity of Marine security posts to serve the society.Firstly,starting from the concepts related to talent team construction,the present situation of talent team development of N Navigation Support Center is sorted out.The function,personnel composition and mechanism status of the organization are analyzed by combining the charts.Secondly,due to problems such as insufficient material and spiritual incentives,unreasonable personnel structure and insufficient reserve of high-end talents,some units have the mismatch between the staffing and the actual demand and the scarcity of high-end talents,which seriously affects the improvement of the service capacity and management capacity of N Navigation Support Center.Thirdly,by analyzing the limitations of the talent team construction of N Navigation Support Center,it is clear that the problems are mainly caused by the lack of overall management mechanism,the lack of dynamic management of personnel structure,and the weak pertinence of talent training.Fourthly,comparing with the successful practices of Jinan Maritime Safety Administration,Hainan Maritime Security Department,the United States Coast Guard,Japan Coast Guard,summarized the characteristic practices and learned from advanced experience.In the end,based on the above analysis,four optimization measures for the talent team construction of Navigation Support Center are proposed,including strengthening overall talent management,improving incentive mechanism,optimizing talent team structure and other countermeasures and suggestions.It is expected to provide reference for the optimization of navigation support talent team structure and strengthening of talent training.New breakthroughs were made in the construction of maritime support personnel during the "14th Five-Year Plan" period. |
