Talent is the key to promote the development of economy and society and the comprehensive competitiveness of the country rapidly.After World War II,all countries all over the world realize the importance of talent and raise the talent strategy to the level of national strategy one after another.India's talent strategy sprouted about the 1980 s and 1990 s,then forming in the early 21 st century.Since the implementation of the talent strategy,India has developed rapidly in economy,technology,education and so on.The scale and quality of India's IT talents and the rise of the information technology industry represented by the software industry have made the world taken notice.The paper takes India's national talent strategy as the starting point to probe into the construction of talent team in universities in order to gain useful reference understanding of India.The paper is divided into four modules.Firstly,using the method of literature analysis,trying to make a more comprehensive analysis and research on India's national talent strategy.Trying to find out the significance from the perspectives of the Indian government's laws and regulations,talent policies and cultural construction.Secondly,making a thorough analysis of the construction of talents in universities under the background of India's talent strategy.Thirdly,taking the Indian Institute of Technology as an example to prove the influence of India's national talent strategy on the construction of talents in Indian universities.At last,summing up four inspirations to our country from the implementation of talent strategy and the construction of talent team in colleges and universities in India.India is a neighboring country of China and both belong to the important economies of Asia.There are many similarities between the two countries and inextricably linked interests.Why it rose so rapidly is worthy to our reference and exploration.The paper holds that although India and China have different national conditions,different ideas of talents,different policies and practices of talent work,the demand for talents is the same.The enlightenment of India's talent strategy and the construction of talent team in universities to China mainly includes four aspects: first,innovating the concept of talent development;second,creating a cultural ecology environment for talent development;third,strengthening institutional supply of talent development;last,improving the salary and welfare level of teachers.
