| In the era of rapid development of the Internet,accompanied by the emergence of supercomputers,cloud computing,the Internet of Things,intelligent robots,the market economy is increasingly active and prosperous.No matter economic trade or social and cultural connection is increasingly close,daily work and life will produce a large amount of data,the exponential growth of data not only brings good opportunities but also presents great challenges.Because the development is accompanied by the corresponding optimization of management problems,in the face of the dynamic sustainable development of practical problems,such as stock fluctuations,commodity prices,air quality changes,it is particularly important to find a feasible dynamic indexation evaluation method.In this paper,after combing and summarizing the related studies of multi-source evaluation and dynamic index,combining with the increasingly deteriorating ecological environment and economic problems,under the environment of insisting on the harmonious coexistence of human and nature and sustainable development,the country implements the strategy of the rise of the central region in order to revitalize the central region.To review development in central China,this paper chose on behalf of 17 cities in Henan province in central China as evaluation objects,combined with the actual situation to screen and construct the index system of urban sustainable development,from 2013 to 2017 as a base,then update to join 2018 index information as the second period,using the method of "vertical and horizontal to the open class" the indexation of improved model(IIM)on the selected level of the sustainable development of city two periods dynamic comprehensive measure;Then,the results of measurement are analyzed and compared and a conclusion is drawn.Finally,combined with the reality of the city for the existing development problems to give constructive suggestions and countermeasures.Specific research results are as follows:(1)An index-oriented dimensionless method is proposed.For the real-time measurement of the evaluated object whose data are continuously updated in multiple periods,it is difficult to realize the traditional dimensionless method,especially the extreme value processing method,which is easily affected by the extreme value and leads to the error of the evaluation results.Based on the extreme value method,this paper proposes an index-oriented dimensionless method based on the idea of intergroup stratification.The data distribution equalization is used to determine the segmentation points between groups through simulation,and the feasibility of this method is verified by a numerical example,which provides a new idea for dynamic index evaluation.(2)To construct an indexation of improved model(IIM)of "vertical and horizontal scaling method".For easier to distinguish between evaluation objects,based on the difference between driving principle,using the method of "vertical and horizontal to the open class" fitting in different periods of weight coefficient to reduce weight to sudden impact,so as to realize a smooth creep state,and optimize the index-oriented dimensionless method,establish a "vertical and horizontal to the open class method"the indexation of improved model(IIM).This model is suitable for comparing the evaluated objects in different periods and providing the evaluators with more timely decision-making suggestions.(3)Dynamic evaluation of sustainable development level of cities at different levels in Henan Province.Taking 17 cities in Henan Province as the objects of evaluation,the index system of urban sustainable development was constructed based on the existing research,and the sustainable development level of the selected cities in two periods was dynamically and comprehensively measured by IIM method.Based on the comprehensive measurement of urban sustainable development level index to the specific analysis of each city.Finally,some feasible countermeasures and suggestions are put forward in view of the shortcomings and disadvantages in urban sustainable development. |
