| As a strategic,fundamental and pioneering industry that supports China’s economic and social development and safeguards national security,the IC industry plays a key role in digital information systems,network security,national defence modernisation and artificial intelligence,and the level of technology has become an important symbol of a country’s or region’s comprehensive strength,so in today’s context,promoting the transformation and upgrading of the IC industry and achieving its sustainable development has also become one of the important tasks for China.In the context of intensifying competition on all fronts-capital,technology,products and talent-technology catch-up is no longer a confrontation between individual companies,but a competition that takes place in the ecosystem.In particular,if Chinese IC enterprises want to achieve the goal of self-sufficiency and cross-domain development,they need to refer to the advanced experience of international leading enterprises such as Apple,Google,Samsung and Haier in building innovation ecosystems,build and improve their own core innovation ecosystem,and use it as a basis to develop and grow rapidly in the development environment of resource scarcity,abrupt technological changes and personalised user needs,and actively mobilise all The company has been able to mobilise the enthusiasm of all innovation actors to form a dominant position that is difficult to surpass,increase its core competitiveness and achieve its technological catch-up goals.Based on the theory of enterprise innovation ecosystem and theories related to technology catch-up,this paper draws on the experience of international leading enterprises in building enterprise innovation ecosystems to achieve technological breakthroughs,first,constructs a structural model of SMIC’s innovation ecosystem and analyzes the functions of SMIC’s innovation ecosystem,and composes the development history of SMIC’s innovation ecosystem,putting forward the analysis framework of pioneering network phase-expanding network phase-disruptive network phase.In different stages of development,the resource,rule and behavioural layers of the SMIC innovation ecosystem show different structural characteristics,and then a SWOT analysis is conducted on the SMIC innovation ecosystem to analyse the strengths and weaknesses of the SMIC innovation ecosystem,as well as the development opportunities to be seized and the threats to be avoided.Second,in response to the strategic needs and objectives of breakthroughs in neck-cutting technologies and rising positions in the global industrial chain,an innovation ecosystem development path based on key core technology breakthroughs,embedded global industrial chain reconfiguration and interactive value network synergy is constructed,and barriers to the development path combination of SMIC’s innovation ecosystem are analyzed,and matching path combination strategies are proposed based on different development contexts.Third,the three aspects of the development path are the construction of the driving force,coordination and symbiosis mechanism and regulation and governance mechanism to achieve stable and orderly operation,including the driving force of government policies,technological innovation and market demand;the coordination and symbiosis mechanism includes the partner selection mechanism,information sharing mechanism and resource integration mechanism;the regulation and governance mechanism includes the benefit distribution mechanism and risk management mechanism.Finally,the strategy of guaranteeing the development path of SMIC’s innovation ecosystem is designed from five aspects: technological innovation,innovation resources,innovation organization,innovation culture and policy system.The research provides theoretical guidance and decision-making reference to promote the construction and development of the innovation ecosystem of IC enterprises,and to provide theoretical guidance and decision-making reference for the future innovation development and technology catch-up of China’s IC enterprises. |
