Design And Implementation Of Transportation Science And Technology Achievement Management And Evaluation System

Since the 21 th century,computer technology has developed vigorously,and various industries in society has begun to move towards informatization and intelligence.In China,the transportation field has also entered a period of rapid development.Various new technologies and achievements have emerged one after another,and have been widely used in the fields of freight,traffic safety and traffic planning,which have greatly promoted the infrastructure construction and key technology development.With the continuous emergence of achievements in transportation,it also faces a series of problems such as irregular management processes and improper use of data.A large number of achievements data have not been effectively managed and utilized.The process of achievements from declaration,review to approval is cumbersome and lacks timeliness,and the evaluation criteria for the application value of achievements and the level of scientific research cannot be unified,and they are easily affected by human factors,which is not conducive to the application of achievements in actual production and life in the field of transportation.In order to solve the above problems,this paper proposes the design and development of the transportation scientific and technological achievements management and evaluation system.Through the digital processing of achievements declaration and review workflow,the approval efficiency and human resource utilization are improved.At the same time,a scientific and technological achievement evaluation model is established,and the achievement data is processed through the multi-index analysis method to realize the objective evaluation of achievements,and promote the application and promotion of related technologies.The system includes achievement declaration and review module,achievement evaluation module and data management module.The achievement declaration and review module mainly realizes the application and filling of transportation achievements,and the online processing of the review process;the achievement evaluation module mainly deals with the screening and classification of achievements data,performs multi-index analysis of data content and organizes expert review meetings,and produces evaluation results;data management mainly realizes the functions of content management of achievements and user data management.In order to build a unified and objective evaluation system of scientific and technological achievements,this paper designs an evaluation model of scientific and technological achievements,which is analyzed and evaluated based on the application data of achievements.The result data is divided into quantifiable part and nonquantifiable part.For quantifiable data with many data items that are not easy to evaluate intuitively,the comprehensive evaluation method of rank sum ratio in the multi-index analysis algorithm is adopted,and the unified evaluation of data of different dimensions is completed by relying on the relative relationship between the data;for non-quantifiable data,organize experts to conduct meeting evaluations,and complete the evaluation of non-quantifiable data based on the comprehensive scoring results of experts.The two parts of the evaluation result data are synthesized,and the comprehensive analysis results are obtained by applying the efficacy coefficient method,and the functional design of the evaluation model of scientific and technological achievements is realized.This system is based on Java language and Spring Boot framework to complete the back-end design,and uses the Vue.js to complete the design of the user visual interface,takes My Batis as the data persistence layer framework and My SQL as the database to complete the data storage work.The system follows the software development life cycle,and completes the work of requirement analysis,outline design and detailed design and implementation.Finally,in the system testing stage,the functional and non-functional tests of each module of the system are designed and completed.At present,the main functional modules of the transportation science and technology achievement management and review system have been developed and put into operation within the enterprise,realizing the high efficiency of transportation science and technology achievement management and providing strong support for the achievement evaluation work.
