The official debut of the National Rural Revitalization Bureau in February 2021 represents both a comprehensive victory in our fight against poverty and a sign that we are moving toward a new goal.Since the Party proposed the rural revitalization strategy in the report of the 19 th National Congress,the government has introduced a series of policies to encourage college graduates to return to rural areas to start their own businesses and become an important force in building a modernized countryside.On the one hand,university students who return to their hometowns to participate in rural revitalization can fully display their talents,realize their self-worth and accelerate the pace of rural revitalization;on the other hand,college students returning to rural areas to start their own businesses not only solve their own employment problems,but also make full use of various idle resources in the countryside to improve total factor productivity,create more jobs and help more college students and local migrant workers to find employment.The government has been very supportive of college students’ participation in rural revitalization and has introduced various policies to encourage college students to return to rural areas to start their own businesses,but the willingness of college students to return to rural areas to start their own businesses is not high under such a rich policy background.Therefore,it is important to study the effect of policy implementation and college students’ perception of the policy.Based on the background of rural revitalization strategy,this study takes college students’ perceptions of entrepreneurship policies in rural areas as the starting point,introduces entrepreneurial self-efficacy and entrepreneurial attitude as mediating variables,builds a theoretical model of how perceptions of entrepreneurship policies affect college students’ willingness to return to rural areas,and proposes corresponding research hypotheses.The data were collected online from 537 college students in representative colleges and universities in Chongqing,and the data were analyzed empirically by SPSS software to study the influence of entrepreneurial policy perception on college students’ willingness to return to rural areas and the mediating role of entrepreneurial self-efficacy and entrepreneurial attitudes.The results show that:entrepreneurial policy perception and its three dimensions have a significant positive effect on college students’ willingness to return to rural areas to start a business;secondly,college students’ entrepreneurial policy perception and its three dimensions have a significant positive effect on entrepreneurial self-efficacy and entrepreneurial attitude;in addition,entrepreneurial self-efficacy and entrepreneurial attitude have a positive effect on willingness to return to rural areas to start a business;finally,entrepreneurial self-efficacy and entrepreneurial attitude have a significant positive effect on entrepreneurial policy perception and its three dimensions in Finally,entrepreneurial self-efficacy and entrepreneurial attitude play a partially mediating role in the perception of entrepreneurship policy and its three dimensions in influencing the intention to return to rural areas.According to the findings of the study,corresponding countermeasures are suggested: first,by increasing college students’ perceptions of policy content,support and feasibility,and then improving the level of entrepreneurial policy perceptions of college students;second,the government,universities and society should create a favorable entrepreneurial environment to strengthen college students’ entrepreneurial self-efficacy;third,college students should be guided to actively face difficulties and cultivate their risk-taking spirit,and then increase.
