Due to the rapid change of domestic economic and social situation, more and more people begin to focus on the contribution of entrepreneurship to promoting economic development. At the same time, due to the increasing number of college students and the increasing enrollment ratio of colleges and universities,it is difficult for many college students to find satisfactory jobs after graduation. In the face of this dilemma,it is particularly important to drive and support the independent entrepreneurship of unemployed college graduates. On the one hand,it can reflect their personal value and significance,on the other hand,it can enhance the competitiveness of small and micro enterprises and increase social jobs. The government has always given firm support to the entrepreneurship of unemployed college graduates, and has issued many good solutions and strategies for college graduates to start their own businesses. The entrepreneurial environment of college graduates has been greatly improved. However,in terms of the international situation, there is still a certain gap between China and developed countries. How to improve the effect of entrepreneurship policy for college graduates has become the most critical thing at present.Policy making and guidance,as well as college graduates’ perception of the policy, have a significant impact on the success or failure of college graduates’ entrepreneurship. From the perspective of entrepreneurial policy perception, based on two theories of social cognition and pattern recognition, this paper takes the beneficiaries of entrepreneurial policy of unemployed college graduates in Sichuan Province as the research target, mainly relies on theoretical analysis, and on this basis, carries out a questionnaire survey for research, and takes back 831 valid questionnaires for reference.Using SPSS software, this paper empirically analyzes the sample data and completes the hypothesis test to study the impact of Entrepreneurial Policy Perception on the entrepreneurial performance of unemployed college graduates and the mediating role of entrepreneurial intention. The results show that: firstly, entrepreneurial policy perception and its dimensions have a significant positive impact on entrepreneurial performance;Secondly, the entrepreneurial policy perception of unemployed college graduates has a significant positive impact on entrepreneurial intention. In addition, entrepreneurial intention has a positive effect on entrepreneurial performance. Finally, entrepreneurial intention plays a key role as a bridge between Entrepreneurial Policy Perception and entrepreneurial performance. This paper separates the entrepreneurial policy of unemployed college graduates from the current entrepreneurial environment. At the same time,it also introduces the entrepreneurial intention as an intermediate medium.Based on this,it reveals the influence mechanism of Entrepreneurial Policy Perception and entrepreneurial intention on the entrepreneurial performance of unemployed college graduates, which opens up a new perspective for the research of Entrepreneurial Policy Perception and entrepreneurial performance. In addition, starting from the research conclusions, three suggestions are drawn: on the one hand, from the government and industry,to enhance the entrepreneurial policy perception of unemployed college graduates; On the other hand,we should improve the entrepreneurial willingness of college graduates by optimizing the entrepreneurial support environment and carrying out career development training and education; Finally, through the development of entrepreneurship education, the establishment of multi-faceted ways of entrepreneurship financing to help college students improve entrepreneurial performance.
