A Study Of The Dilemma Of Social Work Professionalization In Project Implementation

The improvement of social work professional services is not only about the effectiveness and quality of services obtained by service groups,but also about the recognition and trust of social work professionalism by the outside world,and more importantly,about the development prospect of social work industry as a whole.Although the Ministry of Civil Affairs has issued industry standards such as casework,group work and community social work service guidelines,and in recent years the state and provincial civil affairs departments have also issued a series of policies to promote the development of social work,there are still difficulties in the implementation of professional social work services.As a discipline with strong practicality,the delivery of helping services is the core connotation and ultimate purpose of social work professionalization.We study the dilemma of social work professionalization in project implementation,explore the reasons for the dilemma,and reflect on the improvement of social work professionalization services by combining the elaboration of the connotation of social work professionalization and the professional standards of social work services issued by the Ministry of Civil Affairs.This has strong practical significance for improving the quality of social work services and promoting the development of social work professionalism.This paper takes the project of T social work agency in Guizhou province as a case study,and uses the case study method to analyze the project information,agency rules and regulations and other literature in the project implementation,as well as to interview the relevant personnel and organize and analyze the content of the interviews.In order to accomplish the task target,the ethics and values of social work are alienated;the technical normative guidance is neglected in project implementation;there is a lack of adherence to scientific rationality,and the theory and practice are "disconnected",working on the basis of experience and not theoretical thinking.The main reasons for the dilemma of social work professionalization in project implementation are discussed from the perspectives of social workers,social work organizations,policy and institutional environment,institutional supervision,and project evaluation.Regarding the improvement of social work professionalization services,this paper focuses on the following aspects for preliminary discussion and reflection: the implementation of social work projects is neither under-specialized,lowering the quality of professional services,nor over-specialized,presenting professionalism,but should grasp the scale of social work professionalization,which is moderate professionalization;agencies need to seize development opportunities,improve professional quality,and establish cooperative relationships with grassroots governments where projects are implemented,etc.The relevant departments need to clarify the content of social work services and work boundaries;social workers need to adhere to the mission and uphold professional values;pay attention to the training of supervisory talents and explore the training mode of local supervisory talents;and continuously optimize and improve project evaluation.In conclusion,the professional development of social work requires both external support and the improvement of professional capacity by oneself.
