Research On Emergency Management Of Community Volunteers Under The Epidemic Situation In COVID-19

In April 2022,the sudden outbreak of the COVID-19 epidemic brought the whole city into a state of silence.Due to the need of epidemic prevention and control,the lives of residents have undergone unprecedented upheaval.In the social context of fighting against the epidemic,all communities have become the main positions for residents to fight the epidemic.People from all walks of life have stepped forward and acted as emergency volunteers to support the normal operation of residents’ lives.They have played an irreplaceable role in ensuring safety,collecting resources,and epidemic prevention publicity.Due to the special situation,the emergency management of the government is in a hurry and under great pressure,which gives full play to the role of social forces such as volunteers in the epidemic prevention to help the government share the pressure.This thesis intends to use interview,questionnaire and case analysis to study the management of emergency volunteers in J Street,Shanghai.The research materials mainly come from two stages.First,during the silent period from March to June 2022,I conducted interviews in Wechat and some online forms.The specific interviewees were some temporary resident volunteers who participated in the epidemic prevention and control in the community;Second,from June to October 2022,I participated in the field survey in the subordinate community of J Street,and the interviewees were the volunteers for the prevention and control of the normalized epidemic and the staff of the neighborhood committee.Focus on the typical cases of J Street participating in epidemic prevention and control,restore the action process of community volunteers during the silent period,analyze the management of emergency volunteers under the epidemic situation from the perspective of social work,and find that in the public health emergency situation,J Street has weak professionalism of volunteer service,unsmooth coordination of communication mechanism,lack of cultural identity of community volunteers,and imperfect guarantee of emergency volunteers The unsound management system of Shanghai Volunteer Network has brought public opinion and other problems.I try to put forward reference suggestions on these issues: reasonably divide the work of volunteers participating in emergency response,strengthen the protection of volunteers’ rights and interests,enhance the professional level of participating in emergency management,establish a coordinated communication mechanism online and offline,and solve the "agent registration" problem according to the case,providing reference for the volunteer service management system in Shanghai and other regions in China.
