As a basic unit of society and a basic line of defense against sudden public crisis events,how to effectively new crown pneumonia epidemic has become a major test for our party and government.Since the 19 th National Congress,the topic of community governance led by party building has been paid more and more attention,from the relationship between the government and the community to the relationship between the party and the community,our party has played an important role that cannot be ignored.Insisting on party building leading is a manifestation of the historical experience condensed since the founding of New China,and party building leading community work in epidemic prevention and control has strong advantages.In the face of the severe situation of the epidemic and the urgent need to address the diverse needs of residents,Party building leading community work to participate in epidemic prevention and control is an inevitable choice for the real needs.In the process of community emergency prevention and control,community workers,as an important line of defense in the "last mile",have prominent advantages and should be actively included in the epidemic prevention and control system to better respond to community public crises.This paper takes three typical communities in different streets of Shanghai as case studies.Through the opportunity of the author’s internship in the streets and the introduction of her mentor,she conducted interviews in a snowballing way,mainly using the semi-structured interview method to understand the practical performance of Party building-led community work in different types of communities to participate in epidemic prevention and control.The performance was in order of consultation and linkage,interest reconciliation and emotional linkage.Based on the research in the three communities,we answer how party building leads community work to participate in community epidemic prevention and control,i.e.,through organization leads community work to give full play to its professional advantages,ideology leads social work to promote the construction of community community,resources lead community work to integrate the platform,and action leads social work to achieve service improvement.The governance effectiveness of Party-led community work in epidemic prevention and control is specifically manifested as follows: to achieve common construction and promote effective public participation in community epidemic prevention and control;to achieve common governance,stimulate participation and effective mobilization,and thirdly,to achieve sharing,meet people’s needs and promote effective supply of services.The logic of the formation of governance effectiveness mainly includes: first,party building work and community work have a natural fit,through the fit of value concept and the fit of mass line to achieve the maximum improvement of governance effectiveness of both sides;second,party building work and community work have a strong complementarity,community workers can help solve the dilemma of party building work through bottom-up approach,and grassroots party organizations can solve the dilemma of top-down approach solve the dilemmas of community workers.The constraints of party building leading community work to participate in epidemic prevention and control are specifically: first,the lack of community workers affects the improvement of governance effectiveness;second,it is subject to the influence of governance philosophy;third,governance technology and means affect the efficiency of epidemic prevention,and the use of modern means will greatly enhance governance efficiency;fourth,the cultural environment is also an important consideration limiting community emergency response.At the level of optimization paths for the Party to lead community work to participate in epidemic prevention and control,first,we should strengthen the construction of grassroots community workers and optimize the top-level design;second,improve the governance concept and build a community community together;third,guarantee residents’ services and promote their participation;fourth,strengthen emergency culture publicity and education and cultivate crisis awareness;and fifth,fully utilize modern governance tools to enhance the efficiency of emergency governance. |
