Study On Supporting Policies Of E-commerce Entrepreneurship For College Students Returning Home After Graduation

Today,with the rapid development of society and economy,the domestic higher education is continuously promoted,the level of higher education is gradually improving,and the number of college graduates in the country has also risen to a new level.In response to this situation,the central document No.1 in 2022 put forward the requirements for the next step to focus on the development of rural industries,all localities should further promote the development of rural e-commerce industry,and also encourage all localities to formulate policies for college students to return home and start businesses according to the actual situation,and guide college students to return home and carry out e-commerce entrepreneurship.In recent years,the Suqian Municipal people’s government has taken the e-commerce industry as a strategic emerging industry and leading industry to accelerate the development of the e-commerce industry in Suqian.In order to further promote the high-quality development of the e-commerce industry and strive to build a famous e-commerce city,the Suqian municipal government has issued a number of timely support policies for college students returning to their hometown e-commerce entrepreneurship to encourage college students returning to their hometown e-commerce entrepreneurship.This paper adopts the method of questionnaire survey and interview to sort out the current support policies of college students returning to their hometown for e-commerce entrepreneurship issued by Suqian City,and selects the research group of college students returning to their hometown for e-commerce entrepreneurship to conduct questionnaire survey and in-depth interview.In addition,Smith’s policy theory model and policy implementation theory are used to analyze the problems existing in the e-commerce entrepreneurship support policy of college students returning home in Suqian City,and on this basis,corresponding countermeasures are proposed to better implement the e-commerce entrepreneurship support policy of college students returning home.After research,the current implementation of Suqian college students returning home e-commerce entrepreneurial support policy is good,policy measures are rich and diverse,the support for college students returning home e-commerce entrepreneurial groups is also relatively large,but the current Suqian college students returning home e-commerce entrepreneurial support policy implementation process still exist the following problems: College students’ e-commerce entrepreneurship support policies lack unified management subjects,college students’ e-commerce entrepreneurship is affected by fake and shoddy commodities,and college students’ e-commerce entrepreneurship capital support is insufficient.Through the analysis of the problems existing in the e-commerce entrepreneurship support policy of college students returning home in Suqian City,it is found that the reasons are: the imperfect policy system of college students’ e-commerce entrepreneurship support,the insufficient supervision of the economic environment of college students’ e-commerce entrepreneurship,and the deviation of the policy goal of college students’ e-commerce entrepreneurship support.Through this research,the following suggestions are put forward for the formulation and improvement of e-commerce entrepreneurship support policies for college students returning to their hometown in Suqian City: Improve the policy system of e-commerce entrepreneurship support for college students,improve the supervision mechanism of the economic environment of e-commerce entrepreneurship,and strengthen the financial support for college students’ e-commerce entrepreneurship.At the same time,this study provides a guarantee for the implementation of Suqian college students returning home e-commerce entrepreneurship support policy,and also improves the enthusiasm of Suqian college students returning home e-commerce entrepreneurship.On the other hand,it also has certain reference significance for the theoretical research on the support policy of e-commerce entrepreneurship for college students returning home after graduation.
