| Guiding the entrepreneurial spirit of the whole people and activating the innovation genes of the whole people are the needs of the new journey of building a modern country and the inevitable requirement of shifting and upgrading economic development.College students are knowledge-intensive,energetic,dare to think and do,and they should play a more important role in this entrepreneurial boom.Since the Twelfth Five-Year Plan period,in order to rationally guide college students to join the entrepreneurial tide and create more jobs,local governments have frequently introduced various support measures.As one of the pioneer cities in the practice of double innovation,Fuzhou has also issued a series of policies to support college students’ entrepreneurship.As an important part of our country’s entrepreneurship policy,the support policy for college students’ entrepreneurship determines the specific implementation effects of the proportion of college student entrepreneurs and the success rate of entrepreneurship.Timely evaluation of the effectiveness of various measures will help further improve various entrepreneurial support policies and promote the in-depth development of college students’ entrepreneurial activities.In this situation,scientific and effective research on the implementation effects of Fuzhou’s college student entrepreneurship support policies,follow-up and evaluation of the effectiveness of the implementation of measures,study the reasons for restricting various measures to exert their effectiveness,and put forward corresponding countermeasures and suggestions,can effectively improve Fuzhou The implementation effect of the city’s university student entrepreneurship support policy.This article selects the topic of research on the implementation effect of Fuzhou college students’ entrepreneurship support policy,mainly from the following three parts.Firstly,a comprehensive review of the 29 entrepreneurship support policy for college students which were promulgated from 2011 to 2019 in Fuzhou City.Then sorts out the policies by borrowing the policy tool theory,dividing it into supply,demand and environment three categories,and adopting social network analysis method,introducing social network analysis tool Netdraw to draw policy map,Analyze the characteristics of Fuzhou college students’ entrepreneurship support policies.Secondly,using the user-oriented model proposed by Evert Vedung,using questionnaires and interviews to investigate the effect of implementation of entrepreneurial support policies for college students in Fuzhou,in order to identify the constraints that affect the effectiveness of the implementation of entrepreneurial support policies for college students in Fuzhou currently.The main constraints are as follows,the policy system which still needs to be improved,the policy publicity and counseling needs to be strengthened,the operability of policy tools needs to be optimized,the quality of entrepreneurship education and public services needs to be improved,the entrepreneurial awareness and ability of college students need to be improved.Finally,in response to these issues,this article proposes targeted countermeasures and suggestions to promote the implementation of Fuzhou’s college student entrepreneurship support policies,including: strengthening the top-level design,perfecting the college student entrepreneurship support policy system;improving policy guidance and enhancing the effect of policy publicity;Strengthen the operability of policies and promote the effective implementation of policies in six aspects. |
