| Balanced development of compulsory education is a major education policy for people’s livelihood after the "two bases".With the basic balanced development of compulsory education in all county administrative units in 2022,it marks the stage of balanced development of compulsory education from basic balance to high-quality balance.In the context that the balanced development of compulsory education in Liangyuan District of Shang Qiu has achieved milestones but has not yet started the assessment of high-quality balanced development,this study investigates,evaluates and reflects on the status of high-quality balanced development of compulsory education in Liang Zhan District of Shang Qiu City from four aspects: resource allocation,degree of government protection,education quality and social recognition,based on the "Supervisory Assessment of High-Quality Balanced Development of Compulsory Education in County" by the Ministry of Education.The research involves several investigation subjects,including schools,teachers,parents,education department managers,etc.By using the interview method,questionnaire method and collecting data for quantitative analysis to find out the gaps between each index and the requirements,we found that the problems exist in the highquality balanced development of compulsory education in Liangyuan District,Shangqiu: First,in terms of resource allocation,there are insufficient full-time teachers for sports and arts,unbalanced infrastructure and equipment,rural quality First,in terms of resource allocation,there is a shortage of full-time teachers for physical education and art,unbalanced infrastructure and equipment,and insufficient rural high-quality teachers.Secondly,in terms of government guarantee,there are problems of government guarantee capacity to be improved,large class size and school size,and the loss of rural teachers and age structure imbalance.Third,the quality of education,there is a loss of students in public schools,school management and teaching information technology construction and application of the problem of insufficient.In order to promote the high-quality balanced development of compulsory education in Liangyuan District,Shangqiu,the study puts forward countermeasures and suggestions for the problem.First,to promote the rational allocation of educational resources: optimize the structure of teachers’ disciplines,guarantee the number of fulltime teachers of sports and arts;categorize and make up for the shortcomings of urban and rural resources;promote urban and rural exchanges and attach importance to teacher training.Second,strengthen the main responsibility of the government: improve the education management system;optimize the layout and strengthen the assessment to alleviate the problem of large classes and schools;promote the stability of the rural teaching force and optimize the age structure of teachers.Third,to improve the quality of compulsory education schools: optimize the group schooling model;improve the information-based education system.It is expected that the study will promote the highquality balanced development of compulsory education in Liangyuan District,Shangqiu,and be of some significance to other counties in the study of high-quality balanced development of compulsory education. |
