| Promoting the balanced development of compulsory education is not only an important measure to achieve educational equity,but also an important part of achieving social equity.At present,the basic balance of compulsory education has been achieved nationwide,and high-quality and balanced development has become an important development goal in the stage of compulsory education,and it is also the only way to realize the modernization of education and build an education power.The current balanced development of compulsory education in Tibet is due to the low recognition of balance by the participating subjects,emphasis on investment in educational resources,oversight of resource utilization,over government promotion,oversight of school self-development capacity building,and constraints on the compulsory education management system.The method emphasizes external "blood transfusion" and neglects the cultivation of internal "hematopoiesis" capabilities.The advancement of high-quality balance is still facing great challenges.It is necessary to examine the balance of compulsory education in Tibet from a new perspective.From the perspective of endogenous development theory,this study believes that the core elements of the high-quality and balanced development of compulsory education in Tibet are: high-quality and balanced development resources of compulsory education,identification of high-quality and balanced development of compulsory education,participation of subjects in the high-quality and balanced development of compulsory education,educational technology and skills,education system.Based on this,three types of Tibetan obligations have been constructed: a high-quality balanced model based on the active participation of various actors in the system,a development model based on the transformation of the effective use of linkage resources based on the educational management method,and a development model based on the combination of educational technology skills upgrading and educational research.The high-quality and balanced endogenous development model of education proposes a high-quality and balanced endogenous development path for Tibetan compulsory education,such as enhancing the quality and balance of compulsory education,the sense of identity of the participating subjects,improving the level of utilization of educational resources,focusing on improving the school’s self-development ability,and improving the guarantee of the education system.,In order to provide advice and suggestions for Tibet’s early realization of the goal of high-quality and balanced development of compulsory education. |
