The "Overall Plan for the Reform and Development of Chinese Football"(Guobanfa [2015] No.11)proposes that,based on more than 5,000 campus football schools across the country,the number will reach 20,000 in 2020 and 50,000 in 2025.Up to now,the Ministry of Education has identified 30,722 special schools for youth campus football across the country.However,its development has always faced the dilemma of "emphasizing championships and neglecting popularization","emphasizing scale and quality","emphasizing project establishment and neglecting construction".Obviously,the rough growth model based on quantity expansion is difficult to consolidate the foundation for the development of campus football.Only with equal emphasis on "quality" and "quantity" is an effective way to solve the development dilemma of campus football characteristic schools.In 2018,the Ministry of Education actively promoted quality management and reviewed and evaluated football characteristic schools.However,the "National Football Characteristic School Review Index System" adopted mostly revolved around the basic guarantee conditions of the "bottom line" such as the number of teachers and the number of venues.It has two Limitations: On the one hand,the evaluation form adopts summative evaluation,except that the "defective products" that are lower than the basic qualification standards can not be controlled,which belongs to the category of "after-the-fact management";on the other hand,the evaluation is still based on the traditional "input-oriented" Thinking,only reviewing the conditions for meeting the standards cannot assess the development efficiency and effects.It can be seen that the current assessment does not reflect the lack of quality construction and process management,and the institutional arrangements and long-term mechanisms for quality management have not yet been established.Domestic scholars mentioned in the study on the exit mechanism of our country’s campus football characteristic schools that the “lifetime tenure” granted by characteristic schools has seriously affected the enthusiasm of characteristic schools to carry out campus football activities,and the country’s supportive resources for campus football characteristic schools cannot be unlimited.Invest.Therefore,the research aims to guide characteristic schools into the era of quality management,promote their self-management and self-development,and gradually reduce their high dependence on government resources;change the traditional "investment-oriented" of football characteristic school management to "quality-oriented" and change the characteristic schools Evaluation concept;form a characteristic school quality management with equal emphasis on "process" and "results",shift the current "response governance" to "foresee governance",change the characteristic school governance paradigm;promote the foothold and ultimate goal of the evaluation of the quality management system of football characteristic schools From the passive state of "checking","supervising" and "monitoring" to a proactive state of "testing","guiding" and "serving".The research takes the quality management evaluation index system of campus football characteristics as the research object,using literature analysis method,deduction and induction method,Delphi method,field survey method,mathematical statistics method and AHP analytic hierarchy method and other research methods.Finally,modern evaluation was introduced to emphasize people-oriented(PC),result-oriented(OBE)and continuous improvement(CQI),and began to shift from focusing on input to focusing on the concept of both process and result output.The eight dimensions formed around the "five conditions","five subjects" and the interaction between the two of the football characteristic schools(namely,the characteristic school strategy system,the organizational leadership system,the condition guarantee system,the education and teaching system,the training and competition system,and the external support system,Cycle effectiveness system,evaluation and improvement system);according to the iso9000 quality management system,total quality management theory,excellent performance management and the Belgian footpass certification system and other theoretical frameworks,construct a new quality management model(theoretical model of characteristic school quality management path,characteristic school quality The conceptual model of the management evaluation system,the PDCA model of the internal improvement of the football characteristic school).After standardized operation research,the quality management evaluation system of campus football characteristics was finally constructed,and the following results were obtained:(1)Framework construction basis quality management theoryThis research uses quality management as the theoretical framework to formulate a football characteristic school quality management evaluation index system.This index system matches all aspects of characteristic school quality construction.The reference of various types of quality management theories and practices provides the existing theoretical basis for characteristic school quality management evaluation.,Also has practical support.(2)System construction and implementation of the guiding ideologyThe construction of the quality management evaluation index system for schools with characteristics of campus football should adhere to the combination of evaluation and education,adhere to the combination of science and practicality,adhere to the combination of operability and theory,adhere to the principle of combining comprehensiveness and pertinence,and adhere to the principle of combining evaluation and education.The guiding ideology of qualitative combination.(3)Scientific methods are adopted for system constructionThe methods for the preliminary drafting,optimization,and weight determination of the characteristic school quality management evaluation index system are scientific and authoritative,the data is authentic,the results are reliable,the indicator orientation is clear,the priority is clear,and the weights are reasonable,which will help guide the quality of football characteristic schools in the "guarantee At the same time human,material,financial and external support systems,which can reflect the quality management level of characteristic schools relatively objectively with a reasonable evaluation workload.Established feedback channels(evaluation and improvement system),realized closed-loop management,and promoted the spiral improvement of quality management.The people-oriented management concept implements the quality management evaluation system,and multiple evaluation subjects improve the overall comprehensiveness and scientific nature of the evaluation results.(5)The actual outcome of the final delivery of the scale developmentThis study finally constructed a quality management evaluation index system for campus football characteristic schools.The evaluation index system has three levels,including characteristic school strategy system,organizational leadership system,condition guarantee system,education and teaching system,training and competition system,external support system,Cycle effectiveness system,evaluation and improvement system,8 first-level indicators;34 second-level indicators such as the guiding ideology and basis of characteristic school strategic planning;95 third-level indicators such as satisfaction of related personnel,using AHP analytic method to determine the weight of all indicators,And developed a football characteristic school quality management evaluation scale based on the standard description of the scale.(6)The implementation of the results adheres to the basic principlesFinally,it is proposed that the application of the quality management evaluation index system of campus football characteristic schools is based on the insistence on educating people,highlighting the promotion of construction by evaluation;insisting on people-oriented,highlighting the characteristics of the times;insisting on adapting measures to local conditions and paying attention to specimens;insisting on respecting the law and being brave to innovate indicators;insisting on problem orientation,Strengthen precise policy implementation;adhere to coordination and linkage to form a joint force of quality management.(7)Achievement test relies on evidenceIn order to further verify the effectiveness and operability of the quality management evaluation index system of campus football characteristic schools,and to summarize the practical problems and experiences in the actual operation process,10 special football schools in Xuzhou City(Middle School 5)were selected with the help of the Xuzhou Football Association.And 5 primary schools)as an empirical analysis sample.Combined with the data,a simple analysis and suggestions were made on the quality development faults and the development status of each system of the selected 10 sample schools.Based on the above conclusions,three suggestions are made:(1)Available indicators.The system constructed by this research can be referred to in the normal assessment and mid-term review of campus football characteristic schools,so as to facilitate the regularization and institutionalization of the assessment work,and provide for the future horizontal comparison of characteristic schools and accumulation of their own vertical development.More comprehensive data will lay the foundation for improving the quality of football characteristic schools.(2)Skilled indicators,users can select some important indicators in the quality management evaluation index system scale of campus football characteristic schools according to different needs to evaluate and guide the quality construction of campus football characteristic schools.(3)Make good use of indicators.When evaluating the quality and construction level of campus football characteristic schools,we must implement each indicator requirement one by one,clarify our own problems,pay attention to accurate measurement,and constantly improve our own development,so as to better contribute to the cause of campus football in our country.
