Research On The Research Data Management Policy Of British Universities

Research outputs come from research data,and the value maximization of research data is inseparable from the management and sharing of research data.In the world,UK,the United States,Australia and other developed countries have published research data management policies to promote the development of research data management.under the requirements of the UK government and funder,many British universities have also issued their own research data management policies.it provides an institutional guarantee for the development of research data management in their university.The State Council of China also issued the Policy for Scientific Data Management in 2018,which provides policy guarantee and guidance for research data management in China,however,no university in China has made a research data management policy,which hinders the development of scientific research in colleges and universities.Based on China’s circumstance,this paper studies the research data management policy of British universities,trying to provide some reference for Chinese colleges and universities to formulate and implement research data management policy.By using the methods of network investigation,literature analysis and case analysis,this paper investigates the background of research data management policy of British universities,analyzes the research data management policy of 25 top British universities,and investigates the implementation and influence of British university policy.combined with the national conditions of China,this paper puts forward some enlightenment for the formulation and implementation of research data policy of colleges and universities in China.The study found that the motivation of research data management policy-making in British universities comes from the appeal of international organizations,the inspiration of developed countries such as the United States and Australia,and the mandatory requirements of the British government and funder.British university policy has the characteristics of comprehensive content elements,emphasis on data management plan,clear division of responsibilities of all parties,emphasis on the ownership of research data.Policy implementation is carried out from four aspects:multi-channel publicity,formulation of implementation plan,implementation of multi-measures and regular evaluation of policies.The implementation of the policy can enhance the awareness and ability of research data management for researchers,improve the efficiency of research data management,improve the service level of research data management in British universities,and promote the open access and share of research data in British colleges and universities.Chinese colleges and universities should learn from the experience of British colleges and universities from the aspects of perfecting policy elements,allocate the responsibilities to different parties,clarifying ownership,optimizing research data management services,equipped with relevant policies and regulations,and regularly evaluating and revising policies.
