Research On The Policy Of Scientific Research Data Management In Colleges And Universities

Research data is an important strategic resource of a country.Effective management of research data can maintain data security,promote data sharing and maximize its value.Effective management of research data needs scientific,reasonable and operable policies.Colleges and universities are important positions of research and scientific and technological innovation,as well as the responsibility subject of research data management.The level of research data management in Colleges and universities depends on the sound degree of its management policy,so it is of great significance to study the research data management policies in Colleges and universities.This paper first studies the research data management policies of the world-class universities,and then puts forward some suggestions for the construction of the research data management policies of China’s universities.The main work of this paper is as follows:(1)by comparing and analyzing the three existing data life cycle models linear model,circular model and hierarchical model,the author thinks that the existing data life cycle model has some shortcomings,and proposes that the linear model and hierarchical model should be combined to build a complete data life cycle stage model,and on this basis,new data Life cycle management model should be built to provide a theoretical model for the formulation of scientific research data management policies.(2)This paper divides the policy content of research data management of world-class universities into four parts,which are policy-making objectives,management regulations based on data life cycle,ownership of data and responsibilities of data management party.Then it investigates and analyzes the policy from these aspects,summarizes the characteristics of policymaking in various countries and summarizes the enlightenment of research data management policies.(3)This paper discusses the construction of research data management policies in China’s universities from the aspects of policy-making principles,policy-making objectives,data management processes,data management responsibilities and ownership of data,and points out that the policy-making in China’s universities should follow the international consensus,implement the upper level policy,set clear policy objectives,standardize data management processes,define management responsibilities,and define the number According to the suggestion of ownership.
