"Opinions on Comprehensively Deepening curriculum Reform and Implementing the Fundamental Task of Moral Education"(hereinafter referred to as "Opinions")puts forward the core quality of student development;The Notice on 2016 Teaching Books for Primary and Secondary Schools(hereinafter referred to as the Notice)stresses the change of the names of morality and Life and Ideological morality textbooks for primary and middle schools to Morality and rule of law,and meanwhile announces that the newly compiled textbooks will be used for new grades starting in autumn 2016.The establishment of the framework system of students’ development of core literacy points out the direction of teaching reform.In other words,education and teaching must focus on students’ development of core literacy,especially the teaching of morality and rule of law in the lower years.In view of the needs of current education development,this study mainly discusses how to optimize the teaching design of morality and rule of law in the lower grade of primary school to promote the teaching reform progress of the course and promote the development of students’ core literacy under the condition of students’ development of core literacy.Therefore,this research has always been guided by the development of students’ core literacy,starting from the teaching design of morality and rule of law in lower grades,aiming at developing students’ core literacy.Based on the development of students’ core literacy,this study uses scientific research methods to carry out research.To study and understand the relevant research status and find the theoretical basis by literature research method;The text analysis method was used to analyze the 64 teaching designs of morality and rule of law for the lower grades of primary schools,and the existing difficulties of the teaching designs of morality and rule of law for the lower grades of primary schools under the current education era of developing core literacy were sorted out.Using the interview method to carry out a deep analysis of the causes of their difficulties;At the same time,it draws the redeeming points of 64 teaching designs and puts forward the optimization strategies of teaching designs based on the practical dilemmas sorted out.The main content of this study includes five parts: one is to explain the source of the topic;Using the literature method to sort out the domestic and foreign literature on the core quality of student development,primary school moral education,teaching design and other aspects,and complete the research review;Explain the research significance,purpose and other related content;Explain the key points and innovation points of the research.Second,a theoretical overview of the teaching design of morality and rule of law for lower grades in primary schools based on students’ development of core literacy--defining the core concepts of this study,such as students’ development of core literacy,teaching design,ethics and rule of law teaching design;Seeking theoretical support:systematic teaching design theory,constructivism learning theory,comprehensive development theory,task analysis teaching theory;From the perspective of curriculum concept,goal and content,the paper explains the correlation between students’ development core literacy and morality and rule of law in lower grades of primary schools.The logic of teaching design of morality and rule of law in lower grades of primary schools based on students’ development core literacy is explained,that is,cultivating "cultural foundation" literacy based on real life,developing "social participation" literacy based on real situation,and improving "self-development" literacy based on problem awareness.The third is the practical dilemma of the teaching design of morality and rule of law in the lower grade of primary school based on the core literacy of students’ development.The text analysis method is used to analyze 64 teaching designs collected from practice schools and find the practical dilemma: The preliminary analysis is divorced from the core literacy of students’ development,the teaching objectives do not focus on the core literacy of students’ development,the teaching content is difficult to implement the core literacy of students’ development,the teaching process does not highlight the core literacy of students’ development,and the teaching strategies and methods focus on the teaching of subject knowledge.Four core literacy is based on students’ development of the cause of the elementary school lower grade of morality and the rule of law teaching design difficulties analysis-through interview 18 teachers and teaching primary school lower grade,analysis the reason for difficulties in its reality:moral status is not high,morality and the rule of law and the rule of law course teaching ideas,moral and legal teaching design ability is insufficient.Fifth,the optimization strategy of the teaching design of morality and rule of law in the lower grades of primary schools based on the development of students’ core literacy--through in-depth analysis and interviews with teachers,the reasons obtained from 64 teaching designs and the existing difficulties,Put forward to set up students’ literacy teaching,development of core to improve teachers’ quality,to carry out the students to develop the core literacy precision set students’ development core literacy teaching goal,choice of appropriate development of core literacy teaching contents,the reasonable design students to develop the core literacy teaching process,selection of scientific development of core literacy teaching strategies and methods to optimize strategy.It aims to improve the quality of moral education in primary schools,promote the reform of morality and rule of law teaching in lower grades of primary schools,and promote the development of students’ core literacy.
