Research On The Development Status And Optimization Path Of Youth Sports Training Institutions In Henan Province Under The "Double Reduction" Policy

On July 24,2021,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Opinions on Further Reducing the Homework and Off campus Training Burden of Students in Compulsory Education",which clearly stipulated the comprehensive standardization of off campus training institutions.Due to the pressure on disciplinary training institutions,students’ time,energy,and family funds have been released.In addition,in recent years,society has attached great importance to the physical health of adolescents and the changes in the sports scores of the middle school entrance examination.Students and parents have shifted their attention more to non disciplinary sports training institutions,and the increasing market demand has led to an increasingly prominent supply-demand contradiction in the youth sports training institution market.So what are the problems in the development process of youth sports training institutions under the current "double reduction" policy? How should we solve it? And so on are all urgent issues to be solved.Through the methods of literature review,field investigation,interview,questionnaire,mathematical statistics and PEST analysis,this research deeply investigated the macro environment and current situation of the development of youth sports training institutions in Henan Province under the "double reduction" policy,analyzed the problems existing in all aspects of the development of youth sports training institutions in Henan Province,and proposed corresponding optimization paths,Provide useful reference for the better development of youth sports training institutions in Henan Province under the "double reduction" policy.The research conclusion is as follows:(1)The macro environment for the development of youth sports training institutions in Henan Province under the "double reduction" policy: In terms of policy environment,national policies promote society to pay more attention to the physical health issues of young people,and the introduction of "double reduction" and related policies requires standardized development of youth sports training institutions;In terms of economic environment,the income level of residents has increased,and after the "double reduction",the funds for adolescent families have been released.The output of sports training in Henan Province continues to increase,with huge development space;In terms of social environment,the "double reduction" and changes in sports scores in the middle school entrance examination have increased parents’ attention to youth sports,and the epidemic has forced the transformation and upgrading of the youth sports training industry;In terms of technological environment,the development of new media has expanded the marketing and communication channels of sports training,and the application of intelligent technology has brought new development directions to sports training.(2)The development status of youth sports training institutions in Henan Province under the "double reduction" policy: In terms of overall development status,the number of youth sports training institutions in Henan Province has rapidly increased under the "double reduction" policy,with regional distribution linked to the level of economic development,and the scale is mainly small and micro enterprises;In terms of operational status,the area with the highest investment cost for institutions is venue leasing,and the main source of income relies on training course fees.After the "double reduction" policy,there is a significant relationship between institutional income and business models,and the promotion methods and internet technology applications need to be improved;In terms of management status,the management level of managers is relatively low,the setting of management departments is not comprehensive enough,and there are deficiencies in the formulation of management systems or standards;In terms of the current situation of venue facilities,most of the venues are rented,and the site selection is severely affected by rental costs,resulting in insufficient cooperation with schools;In terms of the current supply of service products,the curriculum system is mostly developed by institutions themselves,and the frequency of participation in sports events is relatively low;In terms of the current status of safety measures,there are deficiencies in the allocation of emergency personnel,purchase of insurance,and safety drills;In terms of the current situation of coaches’ teaching staff,their satisfaction with salary is not high,and their requirements for professional qualifications and abilities are relatively loose;In terms of the current situation of students and parents,after the "double reduction" policy,parents pay more attention to sports training for teenagers.However,there is a phenomenon of teenagers participating in sports training in middle school to cope with the high school entrance examination.Parents have low satisfaction with the facilities and environment of the institution,the design of teaching course content,training effectiveness,and the organization of events and activities.It is hoped that the institution can improve the venue area,teaching experience and methods of coaches The course content has improved in terms of interest.(3)The problems in the development of youth sports training institutions in Henan Province under the "double reduction" policy include uneven regional distribution,low scale of institutions,and low-end competition among enterprises;It is difficult to make profits from a single sports project management model,and the profit model and marketing promotion methods lack innovation;Lack of sports management talents,incomplete institutional management system,and unclear division of responsibilities;There are few venue resources and insufficient utilization of school sports venues,resulting in a high investment in venue costs;Serious homogenization of products,insufficient research and development of curriculum system,and limited competition activities;Inadequate supervision,insufficient safety guarantees,and a need to improve risk awareness;Coaches have high mobility,low entry barriers,and uneven teaching staff;The implementation of the "double reduction" policy is not in place,parents have strong utilitarian goals,and there is a phenomenon of exam oriented sports.(4)The optimization path for the development of youth sports training institutions in Henan Province under the "double reduction" policy: the government increases support,promotes regional coordinated development,and expands the sports training industry chain;Enhance innovation awareness,seize technological development opportunities,and promote institutional transformation and upgrading;Cultivate sports management talents,strengthen internal management of institutions,improve management systems and norms;Revitalize venue resources,strengthen school enterprise cooperation,and deepen the integration of industry,academia,and research;Create product differentiation,enrich the curriculum system,and promote the coordinated development of youth sports training+events;Improve the policy and regulatory system,strengthen market supervision,and improve safety guarantees;Strengthen the construction of teaching staff,improve the stability of coach teams,and improve service quality;Improve the efficiency of policy implementation,strengthen publicity and guidance,and transform the concept of youth sports participation.
