With the implementation of the Law of the People’s Republic of China on the Promotion of Family Education,family education has gradually entered the public domain,and the state is paying more and more attention to family education and the construction of a high-quality family education guidance service system,and the district and county levels are the last "kilometer" of family education guidance services.In order to thoroughly implement the Law of the People’s Republic of China on the Promotion of Family Education and the spirit of the documents of the Provincial Department of Education,each city of Nanyang City has taken a series of measures to build a high-quality family education guidance service system,and the system construction is in the primary exploration stage,and the regional family education guidance service system needs to be improved.Based on the perspectives of public management and pedagogy,this paper uses public governance theory,questionnaires,interviews and other research methods,and takes Wolong District and Wancheng District of Nanyang City as the two main urban areas to present the current construction status and effectiveness of the regional family education guidance service system represented by the urban areas of Nanyang City.At present,the family education guidance service system in urban areas of Nanyang City has initially established a regional cooperation network,integrated family education resources and promoted the development of family education work;most parents in urban areas of Nanyang City are aware of family education knowledge,change in family education concept and family education methods have been improved to a certain extent.However,the survey found that the system construction still has six problems: First,a regional multi-sectoral guidance services work lack of stickiness,the members of the units to cooperate in the work of the existence of formal,transient and temporary,the cooperation between the grassroots guidance service institutions superficial.Second,grass-roots guidance service agencies focus on coverage rather than service.Nanyang city guidance service agencies have achieved 100% coverage at the administrative level,but there is more room for improvement in the level and effect of agency management and guidance services.Third,regional professional human resources,network service platform construction resources supply is insufficient,there are problems in both quantity and quality.Fourth,guidance services content and form of single.The service content provided by the grass-roots guidance service institutions focuses on knowledge and methodologies,ignoring the transmission of educational concepts;the service mode is mainly lecture reports,with less targeted counseling.Fifth,parents participation is low,the main role is not played.Sixth,system operation supervision and accountability ineffective.Supervision and evaluation is arbitrary and the assessment is not strong enough.For the system operation process and the effect of supervision and evaluation of the arbitrary,supervision and assessment work is not strong enough.In-depth analysis of the existing problems,the main reasons are summarized in four aspects: First,the lack of government functions.Insufficient funding support,supervision and accountability is not followed up,the work standards are not refined;second,the lead department administrative force is insufficient,not formed a regional long-term synergistic mechanism;third,the private sector governance capacity is not enough;fourth,the governance subjects do not pay enough attention to the lack of collaborative drive.Based on this,this paper combines the theory of public governance and the current situation of the construction of family education guidance service system in Nanyang City,focusing on the management department,promotion department,coordination department and implementation department,and proposes that the construction of regional family education guidance service system should consolidate the regional We suggested that the construction of regional family education guidance service system should solidify the foundation of regional system and build a stable policy environment;set up special financial funds and increase investment;implement assessment and evaluation and strengthen the supervision and evaluation of the cooperation process;set up family education guidance service institutions in the region and establish joint working groups between administrative regions to create a regional cooperation network;start from both supply and demand sides,classify the supply and adopt the "file-based "The model of service" ensures the continuity of supply services;establishes access threshold and builds scientific purchase mechanism;improves the performance evaluation system of market players;formulates the development strategy of regional family education guidance service culture and establishes the optimization strategy of regional family education guidance service culture research base,aiming to effectively manage the existing problems in the construction of regional school family education guidance service system.to improve the level of family education guidance services in the district.
