The state actively supports vocational schools in employing highly skilled personnel from enterprises as part-time teachers,and improving the quality and level of part-time teacher management has become a need for vocational schools to cultivate technically skilled talents.2018 Measures for Promoting School-Enterprise Cooperation in Vocational Schools states that "enterprise personnel who meet the conditions for posting in vocational schools may be employed as part-time teachers after being identified and appointed by vocational schools.In 2021,the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Promoting the High-Quality Development of Modern Vocational Education,which states,"Support the technical backbone of enterprises to teach in schools,and promote the reform of the teaching force that combines fixed and mobile posts and mutual employment of part-time teachers by schools and enterprises." In 2022,the Law of the People’s Republic of China on Vocational Education "encourages vocational schools to employ highly skilled personnel as full-time or part-time teachers of professional courses".2021,"Chongqing Municipal People’s Government on Promoting the High-Quality Development of Vocational Education in Chongqing to Promote the Construction of a Skilled Society" states: "vocational schools to implement the system of full-time and part-time teachers,and promote the realization of two-way mobility of school and enterprise personnel." It can be seen that part-time teacher management has become an objective need to strengthen the construction of Chongqing’s vocational education teaching force.The management of part-time teachers in China has achieved certain results,but at this stage,there are still problems such as difficulty in stability and management of part-time teachers in China,and irregular employment and imperfect assessment of part-time teachers need to be solved.At the stage of high-quality development of vocational education in China,it is of great theoretical and practical significance to deepen the study of part-time teacher management to promote the construction of the teaching force in vocational schools and improve the quality of talent training.Taking the core elements of system management theory as the research framework,this study divides part-time teacher management into five major elements: goals and values,organizational structure,social psychology,management mechanism and management technology,and conducts an in-depth analysis of part-time teachers’ management in Chongqing secondary schools in order to achieve the overall optimal effect of part-time teachers’ management and improve the quality of talent training in secondary schools.Based on the characteristics of part-time teachers in Chongqing secondary schools and the actual situation of the schools,the case study method was used to select some secondary schools in Chongqing,and interviews were conducted with relevant managers of the schools and part-time teachers themselves,and the following problems were found in the management of part-time teachers in Chongqing secondary vocational schools at present: the goals and values of part-time teachers’ management are narrowed and dwarfed,and there is a lack of reasonable planning;the organizational structure is loose and the management is relatively sloppy;there is a lack of humanistic care and psychological counseling;unsound management mechanism;management technology service platform to be established.According to the viewpoint of system management theory,the following suggestions are put forward:secondary schools should establish the management objectives and values of part-time teachers according to the actual situation of schools;clarify the management level and responsibility scope of part-time teachers’ management in secondary schools;pay attention to the psychological identity of part-time teachers in secondary vocational schools and enhance the sense of belonging of part-time teachers;standardize and It also aims to clarify the management level and responsibility scope of part-time teachers’ management in secondary vocational schools,pay attention to the psychological identity of part-time teachers in secondary vocational schools,enhance their sense of belonging,standardize and coordinate the management mechanism of part-time teachers in secondary vocational schools,improve the construction of technical support service platform for part-time teachers’ management,promote the management of part-time teachers towards standardization and scientification,and realize the sustainable development of part-time teachers. |
