With the rapid development of emerging technologies such as artificial intelligence and cloud computing,the value of data elements to economic development is increasingly prominent and persistent spillovers occur.Based on the data of 30 provinces,cities,and autonomous regions in China from 2011 to 2020,this paper explores the spatial and nonlinear effects of data elements on innovation and development.Firstly,construct an indicator system for innovative development and data elements,and measure and analyze its development level using the entropy weight Topsis method.Secondly,under the assumptions of spatial adjacency matrix,geographical distance matrix,and economic distance matrix,after statistical testing,the spatial Dubin model is selected to study the spatial spillover effects of the total indicators of data elements and their three sub indicators on innovation and development.Finally,we use panel threshold model and intermediary model to study the nonlinear effects and impact mechanisms of data elements on innovation development.The research shows that: first,China’s innovation development level is greatly influenced by the innovation development level of neighboring or similar regions,while the impact of similar economic regions is relatively small;Secondly,the spatial spillover effect of data elements on innovation and development only exists in neighboring provinces or provinces with close geographical distances,and neighboring provinces exhibit positive spillover effects,while neighboring provinces exhibit negative spillover effects;Thirdly,the impact of data elements on innovation and development is constrained by data elements,consumption levels,and foreign trade,with significant nonlinear effects;Fourth,there is a partial mediating effect between the impact of data elements on innovation and development.Data elements have improved the level of innovation and development by promoting consumption and foreign trade.Based on the above conclusions,the following suggestions are proposed:(1)Strengthen the construction of digital infrastructure and promote the close integration of various industries;(2)Accelerate the cultivation of human resources required for data elements to help the rapid development of the digital industry;(3)Improve the data market supervision mechanism and remove institutional and institutional obstacles.
