In the age of talent globalization,studying abroad has become the only way for talents from developing countries or regions to adopt advanced knowledge theory and science and technology of developed countries.With China's rapid economic development,international status rising,more and more overseas students choose to return home after completing their studies development.According to the latest data released by the Ministry of Education of China,as of the end of 2016,a total of 2.6511 million students have returned from China,and more than half of the returned students have chosen to return to China after finishing their studies.Returned students,as the typical group of international human capital flows,have obtained better educational resources during overseas study.They have higher quality and advanced professional and technical knowledge than those graduated from domestic ordinary colleges and universities.Attracting internationally competitive overseas students to return can increase the ability of returnees to learn advanced foreign knowledge and technologies and promote the accumulation and quality of human capital in returnee countries,which is of great significance to the technological progress and economic growth of their home countries.This paper first sorts out the various factors attractted returned overseas students,including economy,education,science and technology,living environment and development platform,and constructs a comprehensive evaluation index system for the return attraction of Chinese students studying in the province of China.And we use dynamic factor analysis to examine the attractiveness for returned overseas students of 30 provinces in 2000-2015 and to rank it according to its score.Then,this paper use exploratory spatial data analysis to analyze global and local spatial autocorrelation analysis of total factor productivity and R & D spillover stock of returning students in 30 provinces in China from 2000 to 2015.Based on the consideration of geography and geography,this paper uses the panel data of 30 provinces in China from 2000 to 2015 and constructs the spatial econometric model to study the spatial spillovers effects of both the local and neighbors from Chinese overseas' returned students.The results showed that:(1)Guangdong and Jiangsu are the most attractive places for returning overseas students,followed by Beijing,Shanghai,Shandong and Zhejiang,and finally the underdeveloped western regions such as Qinghai and Tibet.(2)The economic and technological environment is the most important factor in attracting returned overseas students.The better the economic and technological environment in a region,the more it will attract returnees to settle down for employment.(3)Returning overseas students is not only an important channel for China to obtain international advanced technology,but also can promote the technological progress of all regions of our country by inducing import trade and FDI.(4)Returning students not only had a significant firsttime spillover effect on the technical progress of the return flow,but also had a significant secondary spillover effect on technological progress in areas other than the returnflow area.Finally,this article draws on the wealth of work experience in other countries and regions in the world and put forward some policy recommendations to attract overseas returned talents and promote the technological spillover effect of returned overseas students according to the actual situation in our country.
