Education plays a fundamental,leading and overall position in the development of national economy.Since the new century,China’s economic growth has gradually slowed down and entered the new economic normal.In addition,China’s "demographic dividend" has gradually disappeared.How to transform the "demographic dividend" into "talent dividend" has become the key point,and education has become a powerful engine to promote China’s future economic development.Due to the vast territory of China,there are great differences in economic development and education level among different regions,and education,as a quasi-public goods with obvious externality,has a significant impact on the coordination of regional economic development.However,how strong the spillover effect is in various regions and what factors will influence the spillover effect deserve further study.Based on this,on the basis of combing the research results of relevant scholars at home and abroad,this paper takes the education spillover effect as the breakthrough point,and follows the idea of putting forward questions-determining problems-analyzing problems-empirical research-policy suggestions,and deeply studies the strength of spatial spillover effect of economic performance of public education expenditure in various regions of China under the background of the new era,as well as the factors influencing the spillover effect.Firstly,based on the theories of education financial expenditure,public choice,regional economic,spatial econometrics and other related theories of education expenditure and economic growth,this paper explores the promotion and spillover effects of public education expenditure on economic growth.Secondly,with the help of Theil coefficient,coefficient of variation,Theil index and ESDA method,this paper makes a descriptive analysis on the regional differences and spatial correlation of education expenditure in different regions of China,and selects the provincial unit panel data from 2000 to 2018 to measure the spatial spillover effect of economic performance of public education expenditure at the overall level and the individual level respectively.Thirdly,the paper selects variables from two aspects of human capital flow and knowledge spillover to construct multiple regression model to quantitatively analyze the influencing factors of education spillover effect.Finally,on the basis of qualitative and quantitative analysis,this paper innovatively puts forward the adjustment and planning strategy of education expenditure suitable for the coordinated development of regional economy in China in the new era.
